The Division of Public Safety/Bureau of Fire seeks to procure a new, safe, and modernized live-fire training structure to enhance operational readiness and expand training capabilities. The Division of Public Safety/Bureau of Fire is seeking to procure a new burn building to supplement and sustain our live-fire training capabilities. Currently, we rely on one fire tower/burn building, which was erected in 2005; the average lifespan of these structures is twenty years which we have already surpassed. In 2024, the existing structure was repaired after an inspection revealed many deficiencies needing prompt attention otherwise, the building would have been deemed unusable. Despite the repair, continued exposure to extreme heat and repeated use will lead to further structural degradation, resulting in full replacement being required in the near future. To mitigate the immediate need to replace the entire structure, we feel the most cost-effective and flexible solution is to purchase a modular Connex container-based burn building; this type of system is a modern solution that can withstand the demands of live-fire training while reducing long-term maintenance costs and ensuring continuity of training. The project is included in the County 2027-2032 Capital Improvement Program (CIP).
