Site work for a development in Oroville, California. Completed plans call for site work for a conservation development.
Construction of roadside shaded fuel breaks involving hand cutting, chipping, pile burning, lop and scatter, and hauling of vegetation material across 72 acres. Question Deadline 11/10/2026 at 4:00 PM PT Submit inquiries to RFP@buttefiresafe.net The project includes three locations : 1. Hurleton (Stringtown Rd); 2. Clipper Mills (La Porte Rd) and Forbestown (Forbestown Rd); and 3. Berry Creek (Bald Rock Rd). Maps are in Exhibits A, B1 , B2 , and C. The purpose of the project is to create shaded fuel breaks along evacuation routes. The project is funded entirely by federal financial assistance through a U.S. Forest Service Fuels Reduction Grant. It is administered in partnership by Butte County Public Works (BCPW) and the Butte County Fire Safe Council (BCFSC). Treatment methods are Hand Cut & Chip, Hand Cut & Pile (Bald Rock Rd "D" Units only), and Lop & Scatter (Stringtown Rd "A" Units only). Some material will also need to be hauled to an approved disposal location (see list in the "Responsibilities" section). Load slips must be submitted with the corresponding invoice. Permissible treatments for each location are listed in "Permissible Treatments by Project Location" on the next page. The treatment objective is to reduce hazardous fuels along evacuation routes. Crews shall thin the understory to the desired spacing and prune the remaining vegetation to create shaded fuel breaks. Treatment will occur on private property and within the County's right-of-way (ROW). The Contractor is responsible for filing the encroachment permit with Butte County. In ROW units, the Contractor shall not work beyond the ROW width onto private property. Classes 2, 3 , and 4 watercourses run throughout the project areas. They are flagged with blue/white striped flagging combined with solid blue or solid red (see Project Flagging Scheme on the last page of this Scope of Work). Treated material shall not be left in any watercourse channel or drainage. Any material that enters one shall be removed immediately. The project boundaries are flagged in red and yellow. The Contractor shall work only within the boundaries identified on the ground by BCFSC and/or the Registered Professional Forester (RPF). Some segments of the boundary may not be flagged. In those areas, the Contractor shall use the Avenza-ready maps provided by the Project Manager to locate the boundaries. BCFSC staff will calculate final treatment acreage using a Global Navigation Satellite System (GNSS) receiver. Acreage may be reduced because of archaeological, biological, or rock outcrop constraints, roads, landowner requests, or unforeseen circumstances. The Contractor will not be compensated for additional acres, or for any amount above the Not-to-Exceed price in the Contract. The only exception is an amendment agreed to by BCFSC and the Contractor under Attachment I. Overview and Objective Treatment methods are Hand Cut & Chip, Hand Cut & Pile (Bald Rock Rd "D" Units only), and Lop & Scatter (Stringtown Rd "A" Units only). Some material will also need to be hauled to an approved disposal location (see list in the "Responsibilities" section). Load slips must be submitted with the corresponding invoice. Hand crews will cut material 10 inches in diameter and smaller until the desired spacing or landowner objective is achieved. Dead and down material 10 inches or smaller at the butt end shall be chipped. All material cut within the County ROW shall be removed from the ROW and hauled to an approved disposal location, unless pile burning (Bald Rock "D" Units only). Material from the ROW shall not be placed on the adjacent private property, except for in " D " Units. Materials cut on private parcels shall be handled in one of three ways. It may be chipped back on site at any project location, piled & burned on Bald Rock Rd "D" Units only, or lopped & scattered on Stringtown Rd "A" Units only. Chips spread on site shall meet the standards in Section 1 ) b) of this Scope of Work. Excess chips shall be hauled to an approved disposal location when nearby watercourses, drainages, trees, or infrastructure leave no suitable area on site, or when the chip depth limit of 4 inches has been reached. Work shall be performed in an environmentally sensitive manner that improves stand health and preserves the natural setting. Live and dead fuels will be hand-thinned to reduce fuel continuity, decrease flammability, and speed up decomposition of treated material. The Contractor shall follow the treatment standards below and the direction of the Project Manager/Monitor. All work shall be coordinated with BCFSC, landowners, and the Project Manager/Monitor, and shall be consistent with the goals of wildland fuel reduction. The following specifications set the requirements for safe, efficient operations that protect sensitive resources.
