Renovation of a mixed-use development in Leesburg, Virginia. Conceptual plans call for the renovation of a educational facility.

This program provides funding for renovations and replacements to address identified critical needs. A Facility Condition Assessment Study (FCA) has been completed by a consulting firm for approximately half of the school campuses. The study included an assessment and score for each building site, interior and exterior condition, mechanical, plumbing, and electrical systems. A Plan and Program adequacy study was also performed, which included factors impacting the educational environment, such as classroom square footage, access to natural light, and overall availability of required instructional program space. These factors were used to determine a priority list for school renovations or replacements. LCPS is recommending that all schools evaluated during this round should only be considered for renovations due to site restrictions and other identified issues that can be addressed more cost effectively through the renovation process instead of a full replacement. These renovations will target the specific scope of work required to address the most important issues impacting the learning experience. The Sterling Middle School project scope will include an expansion of parking. The Loudoun County High School project includes pedestal parking / playing field structure with other site improvements. A significant parking deficit has been identified at these two locations, impacting access for students and staff. Aldie Elementary School (ES) and Lincoln ES were identified with deficiencies and low scores in the FCA analysis; however, due to site constraints, inability to expand, and limited enrollment, neither school was prioritized. Middleburg Community Charter School and Hillsboro Charter Academy were also not programmed. Timing of individual school projects may be tied to other capital projects. The project is included in the County 2027 - 2032 Capital Improvement Program (CIP). As of Nov 05 2026, further details have not yet been identified. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change. The content management team will continue to pursue additional details as they become available.
