Enclosed with this letter are instructions and specifications pertaining to bids Bids are to be submitted in a sealed envelope marked clearly "Paving Project " City of Belfast As an agency of government, the City of Belfast is exempt from payment of the State of Maine sales or use tax. Therefore bids should exclude such taxes. Federal excise certification shall be executed upon request of favorable bidder. The City of Belfast reserves the right to accept and/or reject any and/or all bids submitted. The City also reserves the right to waive any formality or technicality. The award of the bid may be based on price, quality, and service or deemed in the best interest of the city. All work must be completed no later than June 17, 2024 unless permitted by the Director of Public Works.
