The City of Biddeford, Maine is requesting proposals from qualified contractors for the placement of hot mix asphalt pavement and associated work as part of its Infrastructure Maintenance and Repair Program for the years 2026, 2027, and 2028. Work includes actual paving as well as related activities such as full depth reclamation, cold planning/milling, cement stabilization, crack sealing, drainage structures and pipe, culverts, curbing, and adjustments to existing sewer and drain structures. Work may also involve paving of sidewalks, parking lots, and driveways at the unit prices quoted. Contractors may be required to demonstrate qualifications and capacity, and must provide proof of liability insurance for at least $1,000,000. Work will be scheduled over three construction seasons and must be coordinated with the Public Works Director. The City may alter the scope of work or quantities as needed without renegotiation of unit pricing. Proposals must be prepared on provided forms and submitted in a sealed envelope labeled "PAVING PROPOSAL," including the Proposal Term and Proposal Form. Unit prices should be based on estimated quantities supplied. All proposals become property of the City of Biddeford, which reserves the right to accept or reject any or all proposals and to negotiate as deemed in its best interest.
