Site work and paving for a civil project in Dover Foxcroft, Maine. Conceptual plans call for site work for a road / highway; for paving for a road / highway; and bridge / tunnel.

Scope of Services Requested: Design Phase: The professional engineering consultant will be requested to perform various services including but not limited to: coordination with engineers, geotechnical work, development of preliminary designs, hydrology investigations, development of an eighty percent design, preparing permitting applications, and bidding. The Town of Dover Foxcroft (TOWN) was awarded a $299,999.97 grant from the Federal Emergency Management Agency (FEMA) to investigate the rehabilitation options for the Lincoln Street Bridge as well as design and permitting. The funds will be made available to the town through the Maine Emergency Management Agency (MEMA) according to applicable programmatic requirements. This grant award represents 75% of the total project budget The Town of Dover-Foxcroft is also seeking construction funding for the rehabilitation of the bridge through the FY 2024 Congressionally Directed Spending program in the amount of $1,304,625 through FEMA/MEMA, representing 75% of the estimated construction costs Construction Phase: The professional engineering consultant will be requested to perform various services including but not limited to completing and submitting the FY 2024 Legislative Pre-Disaster Mitigation Grant (LPDM) application to FEMA, construction project management, project inspection, quality control, regulatory compliance, processing payment requestions, performing project cost verifications, enduring compliance with federal funding requirements including reporting, final project inspection and project close out documentation. Responses provided by the Town of Dover-Foxcroft will be posted to the PCEDC website pcedc.org/lincolnstreetbridge/ on or before the end of business Friday January, Friday 5th. Consultants who wish to have their qualification statements and cost proposal considered must follow these submission requirements: 1). The consultant will submit one (1) electronic copy of the qualification statement as a single Adobe Acrobat (.pdf) file. 2). The consultant will submit electronic copies via email using the subject line "{Your Consultant Name} Dover-Foxcroft Lincoln Street Bridge Rehabilitation and either Design Permitting Phase services or Construction phase services. 3). The consultant will email this such that it is received by noon on Wednesday January 17th, 2024; and 4). The consultant will see that this digital file is delivered to the following email address/point of contact by aforementioned deadline: Angie Arno, Executive Director Piscataquis County Economic Development Council (PCEDC) Angie@pcedc.org For the design/permitting phase of the project, the Town of Dover-Foxcroft is soliciting proposals from Professional Engineering Consultants with proven expertise in bridge rehabilitation and replacement-related work, including performing existing conditions assessments, alternatives analysis, project design, project permitting, development of construction and bid documents. This work is expected to be completed in 2024 or early 2025, prior to the start of the 2025 construction season. All submissions will become the property of TOWN, and no materials will be returned. TOWN reserves the right to accept or reject any or all proposals, and further reserves the right to waive any defect or informality in any proposal, should it be in the best interest of TOWN. TOWN is not liable for any costs incurred by consultants prior to the issuance of a contract, including any costs incurred in response to this request. It is expressly understood and agreed that submitting a qualification statement does not require or obligate TOWN to pursue an agreement or contract with any consultant.
