Site work and new construction of a mixed-use development in East Waterboro, Maine. Completed plans call for the construction of a pre-engineered storage facility; for site work for a pre-engineered storage facility; and water / sewer project.
**As of August 1, 2025, project was awarded to PATCO Construction, Inc. but awarded amount is not available.** The project is located at the 100 Bennett Hill Road, Waterboro, Maine. The project site is located next to the town's solid waste transfer and recycling facility and the current public works operations. The work includes, but is not limited to: 1. Construction of a new pre-engineered public works building and associated site work for a complete code compliant operational facility meeting or exceeding the requirements of contract documents. The building shall be a design-build delivery compliant with the requirements of the town provided indicative drawings and contract documents. 2. All site and foundation excavation, grading, drainage, materials, loaming, seeding, erosion control, backfilling, compaction, dewatering, temporary conditions, maintenance of traffic, working adjacent an active site, site security, site management, protection of work area and all other site related work for a complete site project meeting the requirements of the contract documents. 3. General conditions, quality control and associated incidentals. 4. Concrete foundations, slabs and associated reinforcement. 5. Building construction complete and ready for owner acceptance. 6. Utility services. 7. Electrical and mechanical work. Complete for a fully functional facility. 8. Lighting, electrical conduits, conductors, switches and related. 9. Interior finishes and millwork. 10. Plumbing and fixtures complete. 11. Drilled Well Water service and Septic System. 12. Propane tanks, plumbing and support pad. 13. All site work, dewatering, shoring, bracing, temporary fencing, site security and related for a complete project. 14. All other work necessary for a complete project ready for owner acceptance. 15. Contractor is responsible for obtaining building/electrical/plumbing and related permits for the project. Owner will waive local building permit fees or pay those fees directly. 16. Contractor shall obtain state building permits. Owner will pay for the application fees at the time of contractor's submittal. 17. Refer to contract documents and drawings for additional requirements. 18. Items by Owner: o TV's and Telephones, desks, common office items. 19. All CCTV (commercial security cameras at all exterior doors and coverage of entire building with software and internet based access) and access controls/devices with programable key card access at all exterior doors (provide 25 keys cards), Wi-Fi access with distributed antenna system shall be provided for full building coverage along with router and supporting hardware and cabinets. Contractor to coordinate work with owner. Conduits, chases, wiring and receiving devices, Wi-Fi system/devices, data devices by contractor. Owner will coordinate with Spectrum for getting service to the exterior of the building. Contractor is responsible for the complete operational system. 20. All other work specified, depicted and in conformance with contract documents for a complete building meeting owner's project requirements. The owner intends to award the project by August 2025 pending approval by the Selectboard. Work shall be complete and ready for owner occupancy by August 14, 2026. A bid bond is not required for the project. However, performance and payment bonds will be required upon selection of a contractor together with insurances including builders risk insurance. No Bid may be withdrawn for 120 days after receipt of Bids unless released by the Owner. Within five days after the receipt of bids, the apparent low responsive bidder shall deliver to the Engineer and Owner for review and acceptance the listing of subcontractors, suppliers or entities for the work listed in Supplementary Condition SC-6.06. The successful bidder must furnish within 10 calendar days after the Notice of Award the required number of copies of the signed Agreement, 100% Performance Bond, 100% Payment Bond, Insurance Policy and begin execution of this contract within 10 calendar days following the Notice to Proceed. The General Contractor shall be responsible for the full amount, the 100% Performance Bond and the 100% Payment Bonds. Combining bonds of subcontractors is not acceptable. The Contractor is responsible for purchasing and maintaining builders risk insurance for the duration of the project. The Owner reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the Owner. Doc Notes: The Contract Documents may be examined at the following locations: 1. Sebago Technics, Inc., 75 John Roberts Road, Suite 4A, South Portland, ME 04106. To be considered a responsive Bidder, the Contractor shall have obtained electronically one set of plans and specifications from the Engineer (Sebago Technics). The Bid will not be awarded to a Bidder unless a record for obtaining plans and specifications exists in the office of the Engineer.
