The Houlton Water Company (HWC), located in Houlton, Maine, is a quasi-municipal locally owned utility providing electric, water, and sewer services to the town of Houlton and surrounding communities. HWC is seeking proposals for administration services of two federally funded projects. An EPA Community grant will fund the Houlton Wastewater Upgrade Project, and a HUD grant will fund the Houlton Electric Line Upgrade Project. At HWC's discretion, it was determined that the administration of both projects would be combined in this proposal for cost effectiveness and efficiency. The Wastewater Upgrade Project consists of the replacement of two clarifiers (rake arms, drive unit, weirs), replacement of two raw sewage pumps, and the replacement of two sludge pumps. The Electric Line Upgrade consists of new poles and hardware as well as conductor line transfers. The expected start date for these projects would be January 2025 for the Wastewater Upgrade Project and June 2025 for the Line Upgrade project. The purpose of this request is to solicit proposals from interested firms based on qualifications and price. HWC will then conduct an evaluation and selection based on several criteria. The criteria that will be used is as follows: Experience: - Grant administration - Working with utilities, infrastructure projects, and engineering firms. Cost of administration services: - HWC is only seeking cost per hour rates from each level of employee that will be working on these projects.
