The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for Multiple Award Construction Contract (MACC) for Design-Build and Design-Bid-Build New Construction, Renovation, Alteration, and Repair for Large General, Industrial, and Waterfront Construction Projects Primarily Located In Portsmouth Naval Shipyard (Kittery, Maine) and Norfolk Naval Shipyard (Portsmouth, Virginia) in support of the Shipyard Infrastructure Optimization Program (SIOP). The MACC will require the ability to manage multiple task orders concurrently across the identified area of operations. Construction projects to be performed will primarily consist of heavy waterfront and industrial building type projects (new construction, renovations, alterations, demolition, repair work, and any necessary design) including dry docks, wharves, piers, bulkheads, industrial, utilities, infrastructure, and including both vertical and horizontal construction. The selected contractors will be responsible for all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the drawings and specifications provided for each individual project. The proposed contract amount will be in the not to exceed amount of $4,000,000,000, which will be shared amongst the MACC holders. The intent is to award approximately five (5) contracts under this MACC. The contract term will be for a base period of three years plus two one-year option periods. This solicitation will include an initial task order seed project that serves as the basis of price competition for the evaluation of offers on the MACC and is representative of the projects that may be procured through this contract. The proposed seed project for this solicitation is B60 Nuclear Containment Production Facility Consolidation, PNSY, Kittery, ME. This project provides a major overhaul and renovation of the interior of Building 60 and provides an interior elevator tower to support tenant shop process and improve accessibility within the facility. The total programmed amount for B60 Nuclear Containment Production Facility Consolidation. In accordance with DFARS 236.204(v), the magnitude of construction for this project is between $25,000,000 and $100,000,000. The completion time for B60 is 465 calendar days after notice to proceed. The offeror with the best value proposal for the seed project will be awarded a contract and a task order for the seed project. Additional remaining offerors who offer best value proposals will be awarded a basic contract and a task order for the overall minimum guarantee of $10,000 for the term of the contract. This solicitation is being advertised as Unrestricted for full and open competition. This source selection procurement requires both non-price (technical and past performance) and price proposals and will utilize the best value continuum process at FAR 15.101-1, Tradeoff. The basis for evaluation and evaluation factors for award will be included in the solicitation. Large business concerns are required to submit a subcontracting plan prior to award of the contract. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 237990 Other Heavy and Civil Engineering Construction, and the Small Business Size Standard is $45,000,000. This office anticipates award of a contract for these services in the first quarter of FY27. The solicitation will be issued by NAVFAC Atlantic, ACQ3 on or after 25 November 2025.
