Preliminary Public Notice for Potential Impacts to Floodplains The North Berwick Sanitary District intends to seek financial assistance from USDA, Rural Utilities Services (RUS) for construction and infrastructure improvements at the Madison Street and Elm Street Pump Stations. The improvements at these two stations are part of the District's larger Wastewater Treatment Facility and Pump Stations Upgrade Project. The proposed project work at the Madison St and Elm St Pump Stations consists of: Madison Street Pump Station Installation of an influent screen, control and electrical upgrades, including a new exterior standby generator with sound attenuation enclosure. Installation of a new force main pig launch/bypass pumping connection Supporting civil, architectural, structural, and mechanical upgrades for the building, structures, and site. Elm Street Pump Station Electrical upgrades including a new exterior standby generator with sound attenuation enclosure. The proposed upgrades at will take place at the Madison Street Pump Station, located at 60 Madison Street, and the Elm Street Pump Station located at 29 Elm Street in front of the Historical Society Museum of Business. If implemented, the proposed project will convert or affect a floodplain or critical action floodplain. The Madison Street Pump Station is located within the Flood Emergency Management Agency (FEMA) 100-year and 500-year floodplains. The Elm Street Pump Station is within the FEMA Flood Zone A with no Base Flood Elevation (BFE). Therefore, the closest 100-year floodplain will be considered for design. A 100-year floodplain is the area that has a 1 percent change of flooding in any given year, while a 500-year floodplain has a 0.2 percent annual chance of flooding. These designations describe flood risk probability, not how often flooding will occur, and are commonly used for floodplain management and planning purposes. In accordance with Executive Order 11988, Floodplain Management, and USDA Departmental Regulation 9500-3, Land Use Policy, the purpose of this notice is to inform the public of this proposed conversion or effect and request comments concerning the proposal, alternative sites or actions that would avoid these impacts, and methods that could be used to minimize these impacts.
