The Town of Rockport, Maine is requesting sealed bids for construction services for the Rockport Common - Phase I: Site Preparation project. This project is the first phase in the construction of a new public park in Rockport Maine on the site of the former Rockport Elementary School on West Street. This project was made possible through a philanthropic gift to the Town of Rockport from the Lesher Family Foundation. Complete bidding requirements, including the Invitation to Bid, Instructions to Bidders (Section 00 21 13), Bid Form (Section 00 41 13), and other Contract Documents, are available as part of the Project Manual and must be used without exception. Work: All labor, materials, equipment, supervision, and incidentals required to complete the project as described in the Contract Documents. The Contractor shall furnish all labor, materials, equipment, supervision, and incidentals required to complete the Work as described in the Contract Documents. The scope of Work includes, but is not limited to, the following major components: i. Installation and maintenance of erosion and sedimentation control measures. ii. Site demolition, clearing, and grubbing as shown in the Drawings. iii. Rough grading of the site, including preparation of the future Fieldhouse building pad. iv. Trenching, backfilling, and installation of underground utilities, including capped stubs for water, sewer, and electrical service. v. Installation of temporary construction fencing and signage. vi. Coordination with the Owner for the turnover of the graded Fieldhouse building site to a separate contractor. vii. Temporary site stabilization upon completion of Work, including seeding or mulching. Permits and Reviews - The Contractor shall be responsible for securing and paying for all permits required to perform the work, including excavation permits and utility connection fees. Failure to obtain required permits does not relieve the Contractor from timely performance of the Work. All bids must be submitted on the official Bid Form (Section 00 41 13) included in the Contract Documents. No alternative forms will be accepted. Refer to Sections 00 11 16 (Invitation to Bid) and 00 21 13 (Instructions to Bidders) for full bidding procedures, conditions, and legal requirements. Bid Bond: Each bid must be accompanied by a Bid Bond equal to 5% of the base bid amount. ii. Performance and Payment Bonds: The successful Contractor shall furnish a 100% Performance Bond and a 100% Payment Bond within ten (10) calendar days of the Notice of Award. All sureties must be licensed to do business in the State of Maine and be listed on the most current U.S. Department of the Treasury Circular 570. Last Day for Questions September 25, 2025. Work under this contract includes demolition, clearing and grubbing, rough grading, installation of underground utilities (electrical, water, sewer, and stormwater), erosion and sedimentation controls, temporary fencing and signage, and site stabilization. The scope also includes rough grading for the future Fieldhouse building pad and coordination for site turnover to the Fieldhouse contractor. Phase I is part of a multi-phase construction effort. Future phases, including final park construction and the Fieldhouse building, are not included in this specification package and will be delivered under separate contracts.
