The Sabattus Lake Dam Commission requests proposals for a qualified engineering firm to provide technical designs, engineering, and permitting assistance to repair or replace the #161 Sleeper Dam in the Town of Sabattus, ME. The Sleeper Dam is the water control structure for Sabattus lake. The Dam is owned by the Town of Sabattus and is managed and regularly maintained by the Sabattus Lake Dam Commission. Originally constructed around 1860, the dam was rebuilt in 1955, and saw updates in 1961, 1980, and 2002. The Sabattus River contains six (6) separate dams within the towns of Sabattus and Lisbon. The Sleeper Dam is the most upstream of the six dams. An inspection/ evaluation completed in November 2014 by Wright-Pierce concluded that the Sleeper Dam was in 'poor' condition and recommended repairs to address the deficiencies identified prior to consideration of any fishway construction. This RFP is for dam repair or replacement only based upon the bidder's post-inspection assessment. Potential bidders are welcome to submit an additional proposal for combined repairs & fishway construction (as this would likely be cost effective for both efforts), however the proposal for repair or replacement only should stand on its own. RFP Expectations/Deliverables: The design firm will work in partnership with the Town of Sabattus/Sabattus Lake Dam Commission to develop their design plans for reconditioning/repairs/reconstruction of the Sleeper Dam. The design firm will convene at Town of Sabattus Select Board meetings to allow resource agencies, the Town of Sabattus, and the Sabattus Lake Dam Commission the opportunity to provide feedback on 60%, and 90% designs.
