The City of Saco is soliciting bids for Hot Mix Asphalt for the period of April 1, 2026 to April 1, 2027. Bidders/Contractors are required to thoroughly review the bid solicitation package and become familiar with all specifications. Bids must be submitted on the provided Bid Response Form in a sealed envelope marked "2025 Hot Mix Asphalt." Bids will be accepted until 1:00pm on Wednesday, March 18th 2026 at the Public Works Department. The bid includes the following roadway machine placed Hot Mix Asphalt gradations: 9.5mm, 12.5mm, and 19mm, each with three pricing options based on the final quantity placed for each mobilization. Bids are also requested for picked up/loaded unit prices for 9.5mm, 12.5mm, 19mm Hot Mix Asphalt, curb mix, and cold patch. Additional bid requests are included for sidewalk, parking lot, and driveway paving, hand placed paving, cold planing, reclaiming, reclaiming with cement, and bituminous tack coat. All materials are subject to approval or rejection by the Director of Public Works or their representative. "Picked Up" materials must be loaded into City trucks at the Contractor’s Hot Mix Asphalt plant as stated in the bid. All equipment and operators must comply with Maine and Federal laws. If requested, the Bidder must provide gradation reports and job mix designs. The City annually places between 10,000 – 13,000 tons of Hot Mix Asphalt, with additional variable quantities for other paving and reclaiming work. All Hot Mix Asphalt will be measured in tons, with each load accompanied by a ticket showing the date, time, material, and weight. The Contractor must provide proof of insurance prior to scheduling work. The City may negotiate fuel and asphalt surcharge prices if applicable. Bids will be evaluated based on unit price, quality, proximity of the plant, references, and schedule. Awards may go to different suppliers for different materials, and the City reserves the right to purchase from other suppliers if needed. The Contractor is responsible for all traffic control during operations, with all related equipment considered incidental to the work performed.
