Site work and new construction of a mixed-use development in Long Beach, California. Completed plans call for the construction of a 17,172-square-foot fitness / recreation center; and for site work for a swimming pool.
**As of April 01, 2026, the owner has awarded the project, with construction scheduled to occur from 2026 through 2028.** Description of Work: The Belmont Plaza Pool Project site is located at Belmont Shore Beach Park in southeast Long Beach. This approximately 4.1-acre site is bordered by the beach, bicycle and pedestrian pathways, volleyball courts, and the Pacific Ocean to the south. To the west are Belmont Veterans Memorial Pier, Belmont Beach, and the Pier Parking Lot. To the northwest are Surf Terrace Apartments, Belmont Shores Condominiums, and a Jack in the Box restaurant. To the north are several businesses along East Olympic Plaza. The Belmont Shore neighborhood lies to the northeast, and the City of Long Beach beach maintenance yard and temporary outdoor pool are to the east. The Project includes a 12,926 square foot 50m x 25yd pool with springboard diving and a 4,246 square foot combined instructional and recreational pool. It also features an east entry building at 11,247 square feet and a west support building at 4,424 square feet, offering support spaces for pool patrons and staff, including showers, lockers, restrooms, offices, and a multipurpose room. Additional amenities include public access restrooms, equipment rooms, pool storage, and chemical rooms. The bid includes a bid alternate for the addition of bleachers for up to 600 spectators with a shade structure, and expansion of the west support building with additional restrooms. The project aims to preserve existing open spaces, restore the passive park area, and maintain vehicular access on East Olympic Plaza. The new aquatic facility, designed to LEED Silver certification standards, will replace the former Belmont Pool facility, serving as a recreational and competitive venue for the community, city, region, and state. CONTRACTORS LICENSE: The Contractor shall possess a valid California Class A or B General Engineering Contractor license at the time of contract award. The City may deem any Bidder who fails to possess the required license to be non-responsive. Prevailing wage requirements and PLA apply. The PLA contains a local hiring goal of 40%, calculated based on total hours worked. The local hire provision requires best efforts to utilize qualified workers residing in first tier zip codes (which include all of the City of Long Beach), then in second tier zip codes (which reflect the Gateway Cities), and finally in Los Angeles and Orange Counties. All contractors must be registered with the Department of Industrial Relations. MINIMUM QUALIFICATIONS: Please note only Contractors who have been prequalified by the City are eligible to bid on this project. Refer to Appendix E for the list of Certified Prequalified Contractors. Veterans and Local Los Angeles, Local Orange County Subs/Suppliers are encouraged to bid. The bid security shall serve as a guarantee that the Bidder, if awarded the Contract, will execute and deliver to the City, no later than 15 calendar days after the date shown on the Notice of Award, the following items: 1. The Contract for doing the work; 2. A corporate surety bond in favor of the City of Long Beach in an amount not less than 100 percent of the Contract price for the faithful performance of the Contract; 3. A corporate surety bond in an amount not less than 100 percent of the Contract price for the payment of all labor and material claims; and 4. Evidence of required insurance coverage.
