Request for Proposals Engineering Design Services For Oceanside Plant Agreement No. CS-1004 Deadline for Proposals : November 19, 2014 11:00 a.m Pre-Submittal Conference : October 27, 2014 Site Visit : October 27, 2014 The San Francisco Public Utilities Commission (SFPUC), a department of the City, seeks to retain the services of two (2) qualified Proposers to provide engineering design services for the Sewer System Improvement Program (SSIP) projects at Oceanside Water Pollution Control Plant (OSP). The Proposer(s) may also be called upon to provide other related services during the term of the Professional Services Agreement (Agreement). The term Proposer(s) shall refer to any legal entity(ies) submitting a proposal in response to this Request for Proposals (RFP). The SFPUC anticipates awarding two (2) Agreements, each with a seven (7) year term and each for a contract amount not-to-exceed $3,500,000, for a total amount of $7,000,000. The SFPUC reserves the right to commence, close, reduce or extend Proposer services at any time in response to changing needs. In addition, the SFPUC shall have the sole discretion to extend the Agreement term for up to a total of nine (9) years (or 108 months) and may increase the contract amount consistent with City requirements. No selected Consultant in the pool will be guaranteed any minimum amount of work or any minimum compensation. The projects are all located within the City and County of San Francisco, at and near OSP. The pre-submittal conference was scheduled for 9:00 a.m. on October 27, 2014. The conference was held at the Oceanside Water Pollution Control Plant, in the Administration Building Conference Room at 3500 Great Highway, San Francisco, California. The main entrance to the plant is at the Great Highway just north of the Skyline Blvd junction, south of Sloat Boulevard. Parking is extremely limited, so attendees were highly encouraged to carpool. Attendees must wear steel toe boots, safety vests and hard hats. Proposers were encouraged to attend a Site Visit facilitated by SFPUC staff to be held immediately after the Pre-Submittal Conference. Questions regarding the RFP will be addressed at this conference and any new information will be provided at that time. While City staff may provide oral clarifications, explanations, or responses to any inquiries, the City is not bound by any oral representation. If any new and/or substantive information is provided in response to questions raised at the pre-submittal conference, it will be memorialized in a written addendum to this RFP. Proposers were also required to attend a site visit facilitated by SFPUC project staff to be held the same day as the pre-submittal conference (Appendix Q). To join the site visit, Proposers must meet SFPUC project staff in the lobby of the Administration Building at the OSP located at 3500 Great Highway, San Francisco, California. The SFPUC will make available to all Proposers at the pre-submittal conference one or more CD-ROMs containing electronic copies of background documents of projects described in Section III.3 of this RFP.
