Renovation of a water / sewer project in Vernon, Connecticut. Completed plans call for the renovation of a wastewater treatment plant.

The work consists of upgrades to the WPCF, including retrofitting the powdered activated carbon activated sludge system (Zimpro PACT-WAR) into a new IFAS treatment system, retrofitting the effluent sand filters into a new cloth media filtration system, retrofitting the chlorine contact tanks into a new ultraviolet disinfection system, retrofitting abandoned digesters into new sludge storage tanks, retrofitting an abandoned vacuum filter room for use with new rotating drum thickeners, retrofitting spaces to fit new chemical storage and metering systems, and significant mechanical and electrical equipment replacement work including influent screens, grit removal, clarifier mechanisms, and numerous pumping systems throughout the WPCF. The work includes, but is not limited to excavation and backfill, concrete construction, piping work, mechanical equipment installation, instrumentation work, miscellaneous metals, roofing, painting, plumbing, HVAC, electrical work, and hazardous materials abatement. All work must be constructed while the WPCF remains fully operational and in compliance with the Towns National Pollutant Discharge Elimination System (NPDES) permit. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.Any contract awarded under this invitation for bids is expected to be funded in part by the State of Connecticut Department of Energy and Environmental Protection (CT DEEP). Neither the State of Connecticut nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. This procurement will be subject to the requirements contained in Section 22a-482-4, (h), (j), and (o) of the regulations of Connecticut State Agencies, which are included as an attachment to Section 00800, Supplementary Conditions. Questions for this bid will be received via the Tighe & Bond website no later than 7 days prior to the bid opening. Bidders shall be CT Department of Administrative Services (DAS) pre-qualified under the category of Water Treatment Plants. Bidders are advised that both the DAS Prequalification Certificate and Update (Bid) Statement must accompany the Bid proposal for projects estimated to exceed $500,000 under C.G.S. 4b-91 as amended. Failure to supply these forms with the Bid will result in rejection of the Bid.The selected firm must meet all municipal, state and federal Affirmative Action and Equal Employment Opportunity practices and requirements. MBEs/WBEs/DBEs are encouraged to apply. The Town reserves the right to reject any or all bids in whole or part. Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals required by the Connecticut DEEP for this project are a minimum of 3.0 percent Minority Business Enterprise (MBE) participation and 5.0 percent for Womens Business Enterprise (WBE) participation by certified DBEs. The bidder shall submit the required DEEP acknowledgement form, which is provided in the Bid documents with their bid. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. The Contractor and all subcontractors shall comply with all of the requirements of Connecticut Commission on Human Rights and Opportunities (CHRO) Affirmative Action Plan to ensure equal opportunity for employment as noted in the Governors executive orders 3 and 17, which are included in Section 00800.State of Connecticut wage rates apply to this project. The State Wage Determination is included as an attachment to Section 00800. It is the responsibility of the Bidder, before the Bid Opening, to request, if necessary, any additional information on Federal and State Wage Rates for those tradespeople who are not covered by the applicable Federal and State Wage Determination, but who may be employed for the proposed work under this Contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project, and they are included in Section 00800.The project is subject to the American Iron and Steel (AIS) requirement of Section 436 of Public Law (P.L.) 113-76, Consolidated Appropriations Act, 2014, which requires that all of the iron and steel products used in the project are produced in the United States. Section 00800 contains further information on applicable iron and steel products and compliance.
