Renovation of a detention facility in Memphis, Tennessee. Conceptual plans call for the renovation of a detention facility.
This project is included Shelby County's fiscal year 2024-2028 Capital Improvement Plan (CIP). As of January 9, 2024, further details regarding design and construction have not been identified. A firm timeline for construction has not been established; however, funding is allotted to fiscal year 2028. A detailed scope has not yet been released. Juvenile Court Building Renovation. The facility assessment identified deficiencies in space utilization and ADA accessibility in the Court facility. The Master Plan developed from the facility assessment included options for the renovation of the court building and the construction of a new Youth Justice and Education Center. The best option to bring the facility up to today standard with a vision of the future is the renovation of the court building, once the detention function is relocated. This project will be the renovation of the existing Court House to provide improved access by the public and more efficient use of the space. Per the American Correctional Association's standards, the existing space for the juvenile facility will not meet current requirements for a juvenile facility. The Department of Justice has counseled Shelby County Government about Juvenile Court issues such as population, recreation opportunities for detainees, conditions of interior, etc. Financial Impact: No revenue generated. No impact on staffing/personnel expense. No notable impacts on general fund operational expenses. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
