Site work and renovation of a civil project in Nashville, Tennessee. Completed plans call for site work for a water / sewer project; water / sewer project; and for the renovation of a water / sewer project.

Project Summary The Mill Creek Trunk Improvements and Equalization Facility project consists of the design of approximately 13,800 linear feet of large diameter, wet weather gravity sewer primarily installed in tunnels; a 100 million gallons per day, wet-weather pumping station with associated building; 60 million gallons of additional storage and associated piping to route flows to/from the project site, including 6,200 linear feet of secondary drain line to the Browns Creek Pump Station; attenuation of peak flows from the Omohundro Water Treatment Plant; and associated site improvements. For further information on the background for the project, see attached document "Project Summary" Scope Details Construction Manager at Risk (CMAR) is an alternative project delivery method that involves early engagement of a CMAR to provide pre construction services (progressive estimating, construction phasing, constructability input, Guaranteed Maximum Price (GMP) development) during the design phase and to act as the General Contractor during the construction phase of the project. The intent is to form a defined partnership, i.e., an Integrated Project Team, with Metro Water Services (MWS), its Clean Water Nashville Overflow Abatement Program (CWNOAP) team, the Designer, and the CMAR, to aid in design and constructing the project. Metro has issued an Intent to Award for design services and is in contract negotiation with HDR Engineering. A copy of their Design Proposal is attached for information only named "Design Proposal" The goals of this partnership are to identify and mitigate risks; improve the construction schedule; streamline the design process; improve construction sequencing; reduce the number of projects/contracts for Metro to manage; reduce the probability of Change Orders; maintain conveyance and pumping system operations during construction; effectively construct quality, functional, maintainable improvements; consider overall life cycle costs; develop a project that adheres to the project budget; and improve construction coordination on the site. An important role of the CMAR is to evaluate the constructability of the design to reduce risk in all phases with collaborative, innovative, and cost effective approaches to meet the project’s budget goals. Metro anticipates that the involvement of the CMAR early in the design process will reduce ambiguities, clarification requests, conflicts in design documents, and potential subsequent construction phase changes to documents and improve the constructability of the project, the project budget, and project schedule. A critical goal in this project is to determine pipeline and tunnel alignment as soon as possible so that property acquisition and easement development can take place without delay to construction. Another important goal is to aid the Designer in the determination of the most cost effective pump station physical configuration. Pre construction Services: Phase 1 – Evaluation. Provide input to the Designers in their creation of a Preliminary Engineering Report that includes all of the work elements of the Project Scope section in the Project Summary. The CMAR is expected to provide input regarding constructability, cost development, MBE (5%), WBE (4%)
