Construction of its Ebbetts Pass Reach 1 water pipeline project along State Route 4 (SR-4) in Calaveras County, CA. An existing 8-inch steel water main installed in 1965 is being replaced due to its poor condition, series of failures and repairs. The project consists of furnishing and installing 23,000-ft of new 12-inch and 1,300-ft of new 8-inch dia. fully mechanically restrained ductile iron water main including pressure reducing stations, fire hydrants, air valves, and other misc. piping and appurtenances. The alignment starts at Hunter Dam Rd near Avery, CA, continues westward along SR-4 highway through Hathaway Pines, Red Apple Ranch and ends 6,300-ft downhill from the entrance of Forest Meadows. Except for 1,100-ft section on US Forestry Service property near Hunter Dam Rd., the alignment is in Caltrans SR-4 right-of-way (ROW) from post miles PM 32.3 to 37.0. Both existing and new pipelines are located primarily past edge of pavement within the south side of the right-of-way, along with an existing buried high voltage electrical line. Given its age, poor condition and high pressure (250-psi), caution must be taken when excavating or working in close proximity to the existing active pipeline. An important challenge of the project is sequencing work to keep the existing pipeline operational and install the new pipeline without causing service interruptions and to safeguard public health and bacteriological sterility in the water system by following AWWA disinfection procedures. For parts of the alignment, the Contractor must provide temporary bypass piping to maintain continuous water service in order to remove the existing steel line from the trench and then install the new pipeline. Prospective Bidders shall hold a Class A General Engineering Contractor''s licensed issued by the State of California and be skilled, experienced and regularly engaged in the type and scale of work called for under this Contract. All contractors and subcontractors must register with California DIR pursuant to Labor Code Section 1725.5 to bid or to be listed as a subcontractor pursuant to Public Contract Code Section 4104.
