Site work and new construction of a municipal facility in Quinton, Virginia. Working plans call for the construction of a 10,000-square-foot, one-story above grade municipal facility; and for site work for a municipal facility.

The purpose of this Request for Qualifications is to identify qualified design-build teams for the design and construction of the new Animal Shelter, to be located on Airport Road in New Kent, Virginia. This project shall be known as the New Kent County Animal Shelter project. The Board of Supervisors has adopted Design/Build Procedures, which are attached hereto as Attachment A. These procedures provide for a two-step process for selecting a Design/Build team. In accordance with those Procedures, this RFQ is solely to request the qualifications of Design/Build teams. As stated in this RFQ, once the proposals are received, the County will select at least three teams and issue a Request for Proposals (RFP) asking those firms selected to submit a Technical (Conceptual) Proposal and a detailed price Proposal. The County will then continue discussions with those teams, and will choose the team that the County determines is fully qualified and presents the best value. New Kent County is seeking licensed professional Design/Build services for the design, engineering and complete construction of a new approximate 10,000 sq.ft. Animal Shelter building. It is the intent of New Kent County to provide the citizens with a new Animal Shelter to house the NKC Sheriffs Animal Control Unit and pet adoptions. The new Animal Shelter shall be an approximate 10,000 sf one-story, non-combustible structure with a Reception and seating area, General Office, Communal Rm/Deputy Office, Community Room, Public Restroom(s), (2) Adoption Rooms, Exam Room, Storage Room, Kitchenette, Food Prep, Decon Rm, Laundry Room, Staff Restroom with shower, IT Room, Evidence Rm, dedicated animal entry room, fenced dog Patio, Janitor Closet, Accommodations for reptiles, birds and other exotic animals, Cat Colony Room with plenty of natural light, Cat Isolation, Cat Quarantine, Dog Isolation (w/indoor/outdoor runs), Dog Quarantine with Sallyport and approximately (40) indoor/outdoor runs varying in size from 3x8to 6x8 interior and exterior of the building. An approximate .75 acre outdoor livestock paddock, run-in shelter and fencing shall be provided. An approximate .75 acre outdoor dog park should also be included. Electrical power and water supply shall be located within the livestock paddock and dog park. It is the submitting offerors responsibility to verify that sealed proposals have been received by the time & date specified. Proposals that are not received on time or appropriately identified will be returned to the submitting firm unopened. All Proposals received on time and appropriately labeled will be recorded and opened privately. Proposals shall be submitted in duplicate in the sealed & labeled envelope/package. EXTERIOR o Architecture to complement existing buildings in the surrounding architecture. A Colonial Country/Craftsman design is preferred. o Standing seam metal roof with snow guards to be provided. o Prefer energy efficient options with return on investment. o Site lighting sufficient for 24 hours a day operation and for public access. o Security infrastructure. o Design should allow for future expansion of the kennel area(s). o Parking for use by County Staff and visitor vehicles. o Parking shall be designed to accommodate Sheriff's Department personnel and community visitors. Parking shall be asphalt paved. Heavy duty paving required on drive isles where heavy equipment/trucks may be utilized. o Parking lot entrance and exit which will accommodate incoming and outgoing traffic. o Concrete kennel run pads at all outdoor run areas. o Full building Propane standby generator. o Single story design preferred. o Specific building materials to be discussed during design process. o Approximate .75 acre fenced paddock with run-in shelter, lighting and water supply as required for livestock. o Approximate .75 acre fenced dog park with lighting, power and water to be provided. o Design shall include three flag poles in the front of the structure with lighting. o Design shall be meet Seismic Category IV standards for essential facilities. o HVAC equipment shall be provided with at least a five (5) year warranty. ANIMAL SHELTER INTERIOR o 24/7, 365 day per year operating capability. o Lobby and Reception area with seating space. o General Office. o Supervisor Office. o Communal Room/Deputy Office. o Citizen Meeting Room. o Public Restroom. o (2) Adoption Rooms. o Exam Room. o Storage Room. o Secured Evidence Room with space for chest and upright freezers. o Kitchenette. o Food Supply and Prep Room. o Laundry Room to accommodate (1) washer and dryer and associated cabinetry. o Staff Restroom with shower. o Animal Cleaning area. o 8x8 Information Technology Room. o Dedicated Animal Entry Room with adjacent Dog fenced patio area. o Janitor Closet (to be located in close proximity to the kennel area). o Cat Colony Room with an abundance of natural light. o Cat Isolation. o Cat Quarantine. o Dog Isolation w/indoor and outdoor runs. o Dog Quarantine with adjacent Sallyport. o Decon space near Sallyport. o Accommodations for reptiles, birds and other exotic animals. o (40) indoor/outdoor runs varying in size from 3'x8' to 6'-8' (interior and exterior of building. o Interior Kennel runs to be constructed of non-absorbent materials including sealed cmu demising walls between runs and epoxy floors and 4' high epoxy wainscoat. o All interior finishes shall be designed to be non-absorbent and easy maintenance. o 9' high acoustical ceilings preferred throughout the admin areas. o Corner guards to be provided at all Corridors. o Gun Rails to be provided at all Corridors. o Carpet tiles to be provided in Offices. o Custom cabinetry and solid surface tops to be provided throughout. o All Isolation, Quarantine and Decontamination spaces to be served by dedicated HVAC systems.
