Demolition, site work and renovation of a municipal facility in Fountain Valley, California. Completed plans call for site work for a municipal facility; for the renovation of a municipal facility; and for the demolition of a four-story above grade municipal facility.

Project is located at Bandilier Circle and Ellis Avenue, Fountain Valley, CA 92708. The Work consists of demolishing four commercial, single-story buildings located between Bandilier Circle and Pacific Street, including the associated utilities and foundation. The Work also includes City of Fountain Valley permit coordination, hazardous material abatement, utility demolition and coordination, site grading, and stormwater management and documentation OCSD will not provide personal protective equipment to attendees. Attendees are required to wear long pants, long or short sleeved shirts (no tank tops), and all the listed personal protective equipment that meets the following criteria:o Enclosed Safety Toed Shoes must meet ASTM F2413. ASTM numbers must be legible on the tongue or insides of the shoes,o Safety Glasses must meet ANSI Z87,o Hard Hats must meet ANSI Z89.1, ando Safety Vest ANSI/SEA 107-2004 Class 2 requirements.Job Walk participants who do not have the appropriate personal protective equipment will not be allowed to participate in the job walk due to safety concerns. Pursuant to Public Contract Code Section 3300, the CONTRACTOR must possess the following classification of Contractor's License: "A". OCSD recently adopted more stringent standards regarding the Bidders' and Subcontractors' accident frequency and worker's compensation experience modification factors. Please refer to the Bid Submittal Forms for the specific requirements. All communications concerning this IFB must be in writing. Written questions regarding details of this IFB will be accepted (e.g., must be received) by OCSD until 5:00 P.M. (Pacific Time Zone), February 27, 2020. Written questions must be sent to the attention of Digna Olmos, Principal Contracts Administrator at OCSD's street address listed on page one of this notice or via electronic telecommunication (email) at construction@ocsd.com. All questions submitted to OCSD's street address shall contain the following title in the inquiry; questions submitted via email shall contain the following title in the Subject line: "CONTRACT NO. P1-128C: Bidder Questions." All questions submitted via email shall be submitted in accordance with the requirements set forth in the Instructions to Bidders, Section entitled "Bidders' Questions Submitted Via Electronic Telecommunications." Telephone questions will not be accepted. Any questions received after this date may not receive a response A Bid Security of not less than ten (10%) percent of the Total Amount of Bid will be required with each Bid and no Bid will be considered without it. The Bid security may be in the form of a cashier's or certified check payable to OCSD, or a Surety Bond issued by a qualified corporate Surety licensed to do business in California and must be submitted using the form included in the IFB documents. Each Bid Security will be held until an award is made. A Performance Bond and a Payment Bond are required concurrently with the execution of the Contract and shall remain in effect through the warranty period at 100% of the Contract value. The Payment Bond is to be executed in the name of the Surety insurer under penalty of perjury duly acknowledged before an officer authorized to take and certify acknowledgements and either one of the conditions listed in the Instructions to Bidders must be satisfied. Pursuant to California Public Contract Code Section 22300, the CONTRACTOR will be entitled to post approved securities with OCSD or an approved financial institution in order to have OCSD release funds retained by OCSD to ensure performance of the Contract.
