New construction of a mixed-use development in Victoria, British Columbia. Completed plans call for the construction of a 92,880-square-foot, two-story above grade fitness / recreation center.

The City of Victoria is requesting proposals for construction management (for services and construction) for the Crystal Pool & Wellness Centre Replacement Project. The form of contract for construction management services will be the CCDC 5A 2010 Construction Management Contract with the intention that, if the City proceeds to construction in respect of one or more Work Packages, then the construction manager will assume the responsibility of general contractor for the Project in respect of such Work Package(s) and enter into a CCDC 2 2020 Stipulated Price Contract therefor. The goal of the Project is to deliver a high-quality health and wellness facility that is climate resilient and universally accessible. The following goals and objectives reflect the core principles established through Council direction and community engagement. Inclusive: Creating a facility that caters to the needs of a range of different users. Accessible: Ensuring access to the facility and all its parts. Efficient & Sustainable: Reducing energy usage and minimizing the carbon footprint of the new facility. High-Quality Health & Wellness Facility: Creating a multi-use facility that accommodates a wide range of health and wellness activities. Place for Community: Creating a facility that is welcoming and enables community-building. This project is a key municipal infrastructure priority and is anticipated to achieve the following target outcomes, subject to refinement through ongoing design development and Council direction: Project budget: $209.2 Million Target completion: Late 2030; Project Close-Out, 2031 Approximate building size: 8,600 square meters Program Features: Aquatic amenities including a 50-metre pool with movable bulkhead, leisure and warm water areas, hot pools, sauna, and steam room Dryland spaces including fitness studios, multi-purpose rooms, and a gymnasium Supporting infrastructure including vehicle and bicycle parking, active transportation access, and universal accessibility features Target certification goals: Rick Hansen Foundation Accessibility Certification (RHFAC) and Canada Green Building Councils Zero Carbon Building - Design Certification Documents can be obtained from https://victoria.bonfirehub.ca/opportunities/98468 Question Deadline 11/07/2025 All enquiries regarding this Request for Proposal should be directed in writing to Kathryn Daitl, B.Comm, NISCL-CSCL, Senior Buyer, Supply Management Services, via e-mail to purchasing@victoria.ca.
