Renovation of a fitness / recreation center in Fountain Valley, California. Completed plans call for the renovation of a fitness / recreation center.

This project shall be bid under the terms of the Contract and pursuant to Section 4 of the Standard Specifications. The work shall consist of furnishing all labor, materials, tools, equipment, appurtenances and incidentals for removal, legal disposal, and interior and minor exterior remodel improvements shown in accordance with the Plans and Specifications for Project No. GF-341. The Bidder shall guarantee the Total Bid Price for a period of ninety (90) calendar days from the date of the bid opening. No proposal shall be considered unless it is made on the official blank forms as furnished by the City and in accordance with the applicable provisions of this Notice, the Special Provisions and Section 2 of the Standard Specifications of the State of California. Bids shall not be accepted if the bidding contractor and all subcontractors are not registered with the Department of Industrial Relations. City shall file a DIR Form 100 upon awarding a job. (Labor Code, 1725.5.) No contract shall be awarded to Contractor unless contractor and all its subcontractors are registered with the Department of Industrial Relations. (Labor Code, 1725.5.) This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. In accordance with the provisions of Section 3300 of the Public Contract Code, the City has determined that the Contractor shall possess a valid Class B (General Building) license at the time that the Contract is awarded. Failure to possess the specified license shall render the bid as not responsible and/or non-responsive and shall act as a bar to award the Contract to any bidder not possessing said license at the time of award. In accordance with the provisions of Section 3400 of the Public Contract Code, the Contractor shall be provided a period of not more than thirty-five (35) days after award of the Contract for submission of data substantiating a request for substitution of an "or equal" item of work. In accordance with the provisions of Sections 1770 to 1780, inclusive, of the Labor Code of the State of California, the City Council of the City of Fountain Valley has determined the prevailing hourly rate of wages for each craft or type of workman or mechanic needed to execute the contract, which will be awarded to the successful bidder, as determined by the State Director of Industrial Relations. The contractor shall provide such compensation insurance as required by the Labor Code of the State of California, and shall execute a contractor's certificate regarding said compensation requirements. The contractor shall further require all subcontractors to similarly provide such compensation insurance for all of the subcontractors' employees. The contractors and subcontractors shall furnish the City's certificate of waiver of subrogation, under the terms of the worker's compensation insurance. Pursuant to Public Contracts Code Section 22300, the Contractor will be entitled to post approved securities with the City or an approved financial institution in order to have the City release funds retained by the City to insure performance of the contract. Such securities shall be valued by the City, whose decision on valuation of the securities shall be final. Securities eligible for posting under this provision shall be limited to those listed in Section 16430 of the Government Code, bank or savings and loan certificates of deposit, interest-bearing demand deposit accounts, standby letters of credit, or any other security acceptable to the City. A pre-construction meeting will be conducted for the project a minimum of 10 days prior to the start of construction. The Contractor shall attend this meeting to discuss items pertinent to the Contract and the project. Bids submitted by contractors which have been barred from doing work from any Public Agency in the State of California within the last five (5) years will not be accepted. The City reserves the right to reject any and all bids. QA deadline: 7 December 2020 4 : 00PM
