Lighting, landscaping, street, etc. improvements along Excelsior Boulevard from the east to west city limits. GO Bond payments to be financed by a combination of existing TIF revenue, Municipal State Aid Road funds, additional TIF revenue created by economic development, grant funds, and, as a last resort, general city revenue
