The General Services Administration (GSA), Northeast Caribbean Region (Region 2), announces an opportunity for Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts (MAC) for Repair and Alteration construction services supporting Government owned and leased facilities. The services will be on an as needed basis, for a term of one (1) base year plus four (4) options years, which can be exercised at the Government's discretion. Individual task orders will be limited to projects between the micro-purchase threshold and $150,000.00 with the aggregate Maximum Order Limitation (MOL) for all task orders under the IDIQ contract not to exceed $20,000,000.00 for the total five-year term. The minimum guarantee for each contract will be $2,000.00 and will only apply for the base year. Contractors must submit a proposal/quote for all task orders in order to be eligible for the minimum guarantee. GSA will award up to five (5) awards for this IDIQ contract for the following Government owned and leased facilities located in Northern and Central New Jersey: New Jersey - Martin Luther King FB, 50 Walnut Street, Newark, Peter W. Rodino 970 Broad Street, Newark, VA, 20 Washington Place, Newark, Robert Roe Courthouse &FB, 200 Federal Plaza, Paterson, Trust Fund Building, 396 Bloomfield Avenue, Montclair, and all leased locations within the New Jersey Center, which include the following counties: Bergen, Essex, Union, Morris, Passaic, Hudson, Middlesex and Monmouth. This acquisition will be 100% SET-ASIDE for small business concerns. The North American Industrial Classification System (NAICS) code for this procurement is 236220. The small business size standard for NAICS Code 236220 is an average annual gross sales/receipts for the last three years of $36,500,000.00. The Scope of R&A services under this acquisition is to provide general repair and alteration services to Government and Leased facilities. Task order requirements may include but are not limited to: general construction, painting, carpeting, walls and framing, demolition, carpentry, HVAC, electrical work, ceilings, and plumbing. Specific line items will be described in the Request for Proposal (RFP). The procurement method that will be implemented for this project will be in accordance with FAR Part 15.1 - Source Selection Processes and Techniques. This is a competitive acquisition, utilizing the Tradeoff process approach under the Best Value Continuum (FAR 15.101). This process permits tradeoffs among cost or price and technical factors and allows the government to accept other than the lowest priced proposal. For this procurement, the technical factors will be approximately equal to price. Details on the submission requirements for the Technical Evaluation Factors will be issued in the Request for Proposals (RFP). The Closing Date for receipt of proposals will be on January 24, 2017 at 4:00 PM EST. No hard copies will be mailed to prospective offerors.
