As of November 16, 2021, this project is in the design phase and design is being done by owner in-house staff. A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: 1. Review one-week of security camera footage of rail operations from the Port's Security Division and Port Interim Administration Office, focusing on existing rail traffic for relevant rail segments. Collect cargo volume data from individual terminals. This is to identify operation issues, rail volumes and delays during the peak hours determined by the terminal operators. Meet with Pacific Harbor Line to review findings and confirm understanding of current operations. Prepare a technical memorandum on existing operations. 2. Review the Pier B Yard On-Dock Rail Support Facility Rail Simulation Modeling and Analysis Report prepared by HDR and TranSystems. Extract useful data if needed to build a simulation model for railroad operations from 9th Street Crossing and south, in order to compare the existing operations and future (Year 2025) operations with and without the fourth track connection improvement. The future volume should be based on the 2016 San Pedro Bay Cargo Forecast by Mercator for Master Planning. 3. Develop a dynamic simulation model of POLB rail network south of the 9th Street at-grade crossing. The model results shall demonstrate both visually and analytically the contrast in rail operations with and without the fourth track connection improvement. A total of four model runs shall be included in the simulation analysis: Two scenarios of with and without the fourth track using existing 2017 rail traffic volumes; and two future scenarios of with and without the fourth track using projected rail traffic volumes for Year 2025. 4. Develop, outline, and compare up to three viable alternatives for the fourth track addition, including the two alternatives described under PURPOSE AND OBJECTIVES, which involve modifying the existing overcrossing off-ramp structures and shifting Harbor Scenic Drive westerly to accommodate the fourth track connection. 5. Illustrate any modifications to the existing roadways and structures for each of the alternatives, preferably with graphic exhibits or drawings. Develop design and construction schedules and cost estimates for each alternative. 6. Provide a discussion of the alternatives with pro-and-con analysis of the alternatives and recommendation of a preferred alternative supported by cost-benefit data. 7. Provide the preliminary roadway and rail layout plan, profile and sections for the preferred alternative. Identify design elements that are not in conformance with POLB Design Standards for the preferred alternative. Layout plan should include POLB provided utility and ROW, known environmental and geotechnical impacts and risks. 8. Review rail and vehicle traffic impacts and provide conceptual phasing plan for the preferred alternative. Outline traffic detour requirements if needed during construction. 9. Document the project approach, findings, and recommendations.
