Performing the work on "Citywide Bridge Repair Program Group 2 Bridges, Project No. 2371", Federal Project No. BPMP-5135(049)" as follows: The work to be done consists, in general, of constructing maintenance repairs for eleven City bridges listed below: 1. Bridge No. 28C0091R, "Concord Ave Bridge Over Walnut Creek - Right" 2. Bridge No. 28C0091L, "Concord Ave Bridge Over Walnut Creek - Left" 3. Bridge No. 28C0115, "Ygnacio Valley Road Bridge Over Galindo Creek" 4. Bridge No. 28C0183, "Willow Pass Road Bridge Over Walnut Creek" 5. Bridge No. 28C0221, "Court Lane Bridge Over Galindo Creek" 6. Bridge No. 28C0222, "St Francis Drive Bridge Over Galindo Creek" 7. Bridge No. 28C0224 "Whitman Road Bridge Over SDM Channel" 8. Bridge No. 28C0278, "Claudia Drive Bridge Over Holbrook Channel" 9. Bridge No. 28C0357, "San Miguel Road Bridge Over Pine Creek" 10. Bridge No. 28C0361, "Concord Blvd Bridge Over Mount Diablo Creek" 11. Bridge No. 28C0362, "Ayers Road Bridge Over Mount Diablo Creek" This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12990. The DBE Contract goal for this project is: 8.0%. The estimated construction cost for the Total Bid ranges from $2,000,000 to $2,200,000. There is no pre-bid meeting scheduled for this project, however, contractors are strongly encouraged to visit the sites prior to bidding to familiarize themselves with existing conditions. The Contractor shall possess a valid Class "A": General Engineering Contractor License at the time the bids are opened. The Contractor must be properly licensed as a contractor from contract award through Contract acceptance (Public Contract Code � 10164). The City Council has ascertained that Federal and State of California prevailing wage rates are applicable for this project. These rates are included in the Appendices. In order to ensure that all bidders receive notification of addenda or amendments to bid proposals, the City has selected BPXpress Reprographics as its exclusive provider of bid specification and proposal forms. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractors shall pay not less than the higher wage rate. The City will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in question. Labor Compliance Requirements (Prevailing Wage, SB854 Etc.) Contractor/ Vendor shall comply with all labor compliance requirements including but not limited to prevailing wage requirements, SB 854, Labor Code sections 1771.1(a) & 1725.5, Public Works Contractor Registration Program, Electronic Certified Payroll Records to Labor Commissioner, and other requirements on the direct links provided in the document 'Labor Compliance Requirements (Prevailing Wages, SB 854 Etc.)' posted on the City Purchasing's website. The Contractor will be required to maintain and distribute certified payroll records in compliance with Section 1776 of the California Labor Code. Notice is given to all bidders that no more than 70% of the work, as defined by the contract price, may be done by subcontractors. Notice is also hereby given that all Bidders may be required to furnish a sworn statement of their financial responsibility, technical ability and experience before award is made to any particular Bidder. The successful Contractor will be required to obtain a business license from the City and pay related fees. The right is reserved by the City of Concord to reject any or all Bids, to evaluate the Bids submitted, and award the contract to the lowest responsible Bidder. The City further reserves the right to waive any informalities or minor irregularities in the Bid.
