Site work and paving for a road / highway in Spearfish, South Dakota. Completed plans call for site work for a road / highway; and for paving for a road / highway.

The Spearfish City Council in February awarded the lowest responsive and responsible bid for the phase 1 construction to RCS Construction, Inc., of Rapid City, for $3,894,989.13. Elements included in phase 1 include the installation of water and sanitary sewer main replacement; new storm sewer trunkline from Spearfish Creek to Eighth Street; conversion of the current four-lane roadway to a five-lane roadway with raised medians and center turn lanes; bike lanes from Third to Fifth streets; a raised median on Main Street from Jackson Boulevard to Kansas Street; landscaping and new street lighting; and a new traffic signal at Canyon Street. "As we all know, construction is always inconvenient. It takes longer to get to and from work, it's no fun going through the work zone ... and we know it will be an inconvenience, but please, if you're frustrated, if something is not going right, if you see something wrong or if you have questions in general, please contact the city directly and we'll assist you," Mathis said. "The contractors have a big job in front of them anyways, so we'll be happy to take those questions and frustrations and try to fix anything we can during the project. We want to keep these guys going and being productive and getting pipe in the ground." Mathis described that the public can expect to first see utility locates occurring, with markings or flags placed to show where the underground utilities are located. Once those are located, the contractor would start setting up traffic control, with signage, cones, etc., alerting motorists to the work area. During the construction, traffic on Jackson Boulevard would be reduced to one lane each direction, and motorists should expect lane closures at times on Main Street one block north and south of Jackson Boulevard during portions of work. Main Street will remain open to traffic at all times, and traffic signals at Main and Canyon streets would be disabled at times, with a four-way stop utilized during portions of construction. Turn lanes at the Jackson Boulevard and Main Street intersection would be maintained during most of the construction project, but they would be closed at times. Up to two side streets may be closed at any one time during the project, and access to businesses and homes shall be maintained at all times. Providing alternate access is permitted, and locations with multiple access may be reduced to one access. The contractor would coordinate and notify landowners of any alterations to their accesses. In addition, Jackson Boulevard from Meier Avenue to Third Street will be permitted to close, for up to 14 days, with traffic detoured over the Grant Street bridge in order to complete the installation of underground utilities. During the construction, Jackson Boulevard would be permitted, for up to four days, to be reduced to one westbound lane from Main Street to Seventh Street, with eastbound traffic detoured to Illinois Street, to complete the installation of underground utilities. After traffic control is implemented, Mathis said, areas on the roadway to be removed to access underground utilities would be marked with spraypaint and then sawcut to remove the asphalt and concrete pavement. The contractor would then begin trench excavation for the installation of new and replacement utilities. After installation of the pipes, the trenches would be backfilled, compacted, and tested, with sub-base materials placed and compacted prior to concrete flatwork, including curb and gutter, etc. Asphalt patching would follow, Mathis said, and there may be temporary surfacing until the contractor can complete the patching. The existing asphalt would be milled down two inches, and after roadway inspection, crack repair would occur, with the final 2-inch overlay, pavement marking, landscaping, lighting, and other miscellaneous items would be completed. As portions of the project are completed, work areas will reopen and shift to the next area of construction. The first portion of work that begins Monday will focus on Third Street to Meier Avenue, through May 1. The shoulder of Jackson Boulevard's westbound lane will be reduced, and pedestrian traffic on the Spearfish Creek walking path will be impacted from Jackson Boulevard to W. Kansas Street. The city will also provide door knockers and verbal communication to property owners affected by the work, prior to any road closures, water service interruptions, etc. People can also sign up for updates from the Spearfish chamber. The substantial completion date for the phase 1 is Nov. 8 and includes all underground items, excluding median irrigation, street surfacing, curb, gutter, and sidewalk, electrical and lighting items, excluding medians, and pavements markings. The overall completion date is June 1, 2020, to include the medians, boulevard landscaping, any permanent pavement marking, and other miscellaneous items not in the roadway that do not affect traffic. Per the general contractor, as of May 20, 2019, construction has started on phase 1.
