Submit all questions regarding this Request for Qualifications (RFQ) to Cheryl Wright, Director of Procurement at Cheryl.wright@unioncountync.gov. List in the email subject line: "RFQ #2021-031-Poplin Road Pump Station Interim Improvements". All SOQs must be submitted pursuant to the instructions below. It is the Offerors sole responsibility to ensure that the SOQ is delivered in the manner required by this RFQ by the Due Date and Time. Owner has the right to reject any SOQs not properly delivered. Union County (the County) currently provides wastewater service to residents in its defined service areas in the unincorporated portions of the County, as well as towns and villages within Union County with the exception of the City of Monroe. The Poplin Road Pump Station and force main serve the Lower Crooked Creek Service Area in Union County. The existing pump station has a firm pumping capacity of 3.68 million gallons per day (MGD). The force main is 16- inches in diameter, with sections of parallel 10-inch or 12-inch diameter pipe, and is approximately 7.5 miles in length. The system discharges to the East Fork interceptor sewer which flows by gravity to the 12-Mile Creek Water Reclamation Facility (WRF) for treatment and discharge. The County plans to construct a new Lower Crooked Creek WRF in conjunction with a new Poplin Road Interceptor Sewer which would eliminate the Poplin Road Pump Station in approximately 10 years. The Poplin Road Pump Station Service area continues to develop, and interim improvements are required to extend the functional life of this facility until the new Lower Crooked Creek WRF is completed. An alternatives analysis was completed by Brown and Caldwell to evaluate improvement options for the Poplin Road Pump Station. The alternatives analysis demonstrated that construction of flow equalization facilities and appurtenant transfer pumping and conveyance piping is the preferred alternative for extending the function life of the Poplin Road Pump Station. Given the size and scope of the Poplin Road Pump Station Interim Improvements (the Project), the County has selected Brown and Caldwell as a Program Manager to assist County staff in procurement of a design-builder, and to complete preliminary design, preliminary environmental studies and geotechnical reports, property acquisition, construction administration, and start-up of the project. The County intends to procure the services of a designbuilder for the design, permitting required by DB Team, and construction of the Project.
