Site work, paving and outdoor lighting for a mixed-use development in Long Beach, California. Completed plans call for site work for a water / sewer project; road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and transportation facility.
The Work required by this Contract includes, but is not limited to, the following: Demolition and removal of existing rail tracks, crossovers, pavement, curb and gutter, and sidewalk, utilities, foundations, signs, and fencing; Modification and removal of the existing 9th Street grade crossing, including traffic signal and cabinet, railroad signalization and appurtenance; construction of new retaining wall adjacent to SR-710 freeway, including king-pile and ground anchors; earthwork and grading of the site, including soil handling, testing and disposal; installation of miscellaneous supporting utilities such as storm drain, track underdrains; construction of asphalt paving, aggregate base and pavement patching; construction of signage, fencing and gates; traffic control when applicable for construction phasing and wall construction; removal and reinstallation of freeway sign structures, including construction of new Cast-in-Drilled-Hole(CIDH) pile foundations; and removal and reinstallation of CCTV camera pole and appurtenances. Mandatory Pre-Bid Meeting and Site Visit. Attendance is mandatory for the Contractors. It is not mandatory for Subcontractors but highly recommended. Each Bidder shall attend the mandatory Pre-bid meeting and the mandatory Site Visit, inspect and examine the Project Site and perform any observations and measurements to further document existing conditions and may use photography and/or video to aid in preparation of Bid Documents. The City makes no guarantee that existing construction and site conditions matches construction depicted on record reference documents. It shall be the Bidder's responsibility to identify existing conditions during the Site Visit. Each Bidder must have a valid picture identification card (driver's license or TWIC card), hard hat, steel-toed boots, and safety traffic vest to attend the Site Visit. Should a Bidder elect not to attend the pre-bid meeting, the Bidder shall not be relieved of its sole responsibility to inform itself of all conditions at the Project Site and the content of the Contract Documents. EACH BIDDER MUST ATTEND THE MANDATORY PRE-BID MEETING. FAILURE TO ATTEND THE MANDATORY PREBID MEETING SHALL DISQUALIFY YOUR BID. Pre-Bid Questions. All questions, including requests for interpretation or correction, or comments regarding the Contract Documents, must be submitted no later than March 12, 2024, at 5 p.m. Questions received after the pre-Bid question deadline will not be accepted. The Contractor shall achieve Substantial Completion of Work within 732 calendar days and Affidavit of Final Completion of the Project within 822 calendar days as provided in Paragraph SC - 6.1 of the Special Conditions, from a date specified in a written "Notice to Proceed" issued by the City and subject to adjustment as provided in Section 8.2 of the General Conditions. FAILURE OF THE CONTRACTOR TO COMPLETE THE WORK WITHIN THE CONTRACT TIME AND OTHER MILESTONES SET FORTH IN THE SPECIAL CONDITIONS, INCLUDING THE ENGINEER'S APPROVAL OF AFFIDAVIT OF FINAL COMPLETION, WILL RESULT IN ASSESSMENT OF LIQUIDATED DAMAGES IN THE AMOUNTS ESTABLISHED IN THE SPECIAL CONDITIONS. Contractor's License. The Bidder shall hold a current and valid Class "A", California Contractor's License to construct this project. In addition, the Bidder or subcontractor(s) shall hold a current and valid "HAZ" Hazardous Substance Removal Certification from the California Contractors State License Board to perform all Earthwork for this project. DBE. In accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, all Bidders are hereby notified that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The DBE participation goal for all Bidders for this project is twenty-one percent (21%). Further information about the DBE requirements is included in the Instructions to Bidders ITB-21 and Special Conditions SC-23. Each Bid shall be accompanied by a satisfactory Bidder's Bond or other acceptable Bid Security in an amount not less than ten percent (10%) of the Base Bid as a guarantee that the Bidder will, if Conditionally Awarded a Contract by the Board, within thirty (30) calendar days after the Contract is conditionally awarded to the Contractor by the City, execute and deliver such Contract to the Chief Harbor Engineer together with all required documents including insurance forms, a Payment Bond for one hundred percent (100%) of the Contract Price, and a Performance Bond for one hundred percent (100%) of the Contract Price. All Bonds shall be on forms provided by the City.
