The project consists of three phases: Phase I: project initiation document (pid) & project approval and environmental document (paed) Phase ii: plans, specifications, and estimates (ps&e) Phase iii: design services during construction The constultant shall comply with and follow policies and procedures described in the caltrans local assistance procedures manual (lapm) with special attention to chapter 16 to ensure the project complies with federal funding requirements.
