Site work, paving and renovation of a mixed-use development in Ovid, New York. Completed plans call for the renovation of a two-story above grade municipal facility; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

After the low bid is announced, the sealed list of subcontractors submitted with such low bid shall be opened and the names of such subcontractors shall be announced, and thereafter any change of subcontractor or agreed-upon amount to be paid to each shall require the approval of the public owner, upon a showing presented to the public owner of legitimate construction need for such change, which shall be open to public inspection. Legitimate construction need shall include, but not be limited to, a change in project specifications, a change in construction material costs, a change to subcontractor status as determined pursuant to paragraph (e) of subdivision two of section two hundred twenty-two of the labor law, or the subcontractor has become otherwise unwilling, unable or unavailable to perform the subcontract. The sealed lists of subcontractors submitted by all other bidders shall be returned to them unopened after the contract award. Section two hundred twenty-two of the labor law provides in relevant part: The Owner of the Project "shall consider the financial and organizational capacity of contractors and subcontractors in relation to the magnitude of work they may perform, the record of performance of contractors and subcontractors on previous work, the record of contractors and subcontractors in complying with existing labor standards and maintaining harmonious labor relations, and the commitment of contractors to work with minority and women-owned business enterprises pursuant to article 15-A of the executive law through joint ventures of subcontractor relationships." The project consists of a sidewalk replacement, replacement of a 2 story porch, and replacement of front stairs and railings. Work includes Minor electrical, general construction and site work. Seneca County reserves the right to waive any informalities in or to reject any or all Bids. Attention of Bidders is particularly called to requirements as to conditions of employment to be observed and prevailing wage rates to be paid under the Contract. Contractor to start work immediately after given the notice to proceed. Scope of work to be completed within sixty (60) days after start of the work. No Bidders may withdraw Bids within sixty (60) days after the date set for the opening thereof.
