The work will include, but not necessarily be limited to, grading, placement of clay liner, riprap, and seeding. A certified check or bid bond for the amount of the total bid shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania. Interested bidders need to register at the PennBID web-site. Once registered, bidders can obtain all project documents and submit and update their bids online. Only those questions submitted online via PennBID shall be considered. Questions received after 5:00 PM on June 22, 2018 regarding the project will not be acknowledged. This contract is subject to the following: PA Prevailing Wage Rates; the Federal Occupational Safety and Health Act of 1970 (OSHA) conditions; the Pennsylvania Act 229 of 2002; the Pennsylvania One Call Act, also known as the Underground Utility Line Protection Law, Act 287 of 1974, as amended; the Pennsylvania Human Relations Act 222 Conditions; the Non-discrimination in Employment/Contract Compliance Regulations Conditions; requirement of a noncollusion affidavit; and the Public Works Employment Verification Act. This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. Rapho Township Board of Supervisors reserves the right to accept or reject any or all Bids.
