Demolition, site work, paving and new construction of a mixed-use development in San Diego, California. Completed plans call for the demolition of a transportation facility; for site work for a road / highway; for paving for a road / highway; for the construction of a 1,160,000-square-foot transportation facility; office development; and five-story above grade, 5,200-space parking garage.

This project was previously listed as "Terminal and Roadways Package 1" The Terminal 1 replacement project is designed to replace the current Terminal 1 with a modern and efficient facility that will improve airport experience and complete the transformation of San Diego's air transportation gateway. The project features: dual-level roadway and curb front to separate arriving and departing passenger traffic with an elevated departures roadway and curbside check-in, the preservation of space for a future transit station, new three-lane on-airport entry roadway, a pre- and post-security passenger connection to Terminal 2, a new parking plaza that will provide up to 5,200 parking spaces, an expansive security checkpoint with 13 lanes, an outdoor patio area, up to two airline or common-use lounges/clubs, and a children's play area. The terminal replacement is now comprised of three components/packages as follows: Terminals and Roadways Component: This component will be divided into two phases. Phase 1A will be the construction of the first 19 gates of the new terminal, the elevated departures roadway, outdoor check-in pavilions, airport arrivals roadway, and the five-story parking plaza including up to 5,200 spaces. Phase 1B will be the construction of the remaining 11 gates, for a total of 30 new gates in the terminal. This component has been awarded to joint venture partners Turner Construction Company and Flatiron Construction Corp. with Gensler as the lead architect. Airside Improvements Component: This component will include the new construction of a terminal apron, taxiways, remain overnight (RON) aircraft parking, and associated airside facilities. This will allow for more efficient aircraft movements and ground traffic flow for the new terminal. This component was awarded to the Griffith Company. New Administration Component: This component will include the new construction of an administration building on the west side of the airport for San Diego County Regional Airport Authority staff. Information regarding a detailed scope of work and square footage has not been released. This component was awarded to Sundt Construction Inc., with HOK as the lead architect. The entire new terminal will be approximately 1,160,000 square feet, including 90,000 square feet of concession space. As of December 23, 2021, construction of each component is underway. All trades are let. This project is expected to be complete mid-2028 at the earliest. Each component is expected to be completed as follows: New Administration Component: Earliest opening date is late 2023 Terminals and Roadways Component Phase 1A: Earliest opening date is mid-2025 Terminals and Roadways Component Phase 1B: Earliest opening date is late 2027 Airside Improvements Component: Earliest completion date is mid-2028 The information below is included for historical reference* The four ADP Phase 1 solicitation packages are expected to be as follows: Package 1 - Terminal and Roadways: Phased construction of a new terminal building with up to 30 gates, aircraft boarding bridges, new entry, circulation, arrival and departure roadways, pedestrian bridges, demolition of buildings, surface features and utilities, new and relocated utilities, storm drainage collection, storage and transmission facilities and existing central utility plant upgrades. Package 2 - Administration Building: New administrative office building. Package 3 - Airfield Pavement: Terminal apron, taxiways, remain overnight (RON) aircraft parking, and associated airside facilities. Package 4 - Structured Parking: Should the Authority determine there is sufficient parking demand, the Authority may proceed with a multi-story parking structure to serve the new Terminal 1. The Authority may combine this package with Package 1 if the Authority determines that parking loss and construction coordination associated with Package 1 along with technical considerations are best served by including the structured parking in the scope of work for Package 1. The San Diego County Regional Airport Authority seeks qualifications from firms to design and construct Package 1 of Phase 1 of the Airport Development Plan at the San Diego International Airport. Package 1 is comprised of four primary components: 1. Terminal 1 Replacement 2. Roadways 3. Utilities 4. Ancillary Facilities/Early Works Bid Valid - 180 days Respondents interested in attending the conference must submit a written request, via email, to Karie Webber by 10:00am, on October 7, 2019. Questions must be submitted in writing, via email, by 10:00am, on November 12, 2019. SOQ must be received by 2:00pm, on November 25, 2019. Allow adequate time to upload your SOQ. Late SOQ will be rejected. Interviews, if any, are anticipated during the week of December 16-20, 2019, only in San Diego. Dates are subject to change. The Authority reserves the right to modify this proposed scope of work. The Authority reserves the right to not move forward with a RFP and to cancel the procurement at any time."> The Terminal and Roadways Project will be the new construction of 30 new airport terminals, an elevated departures roadway, outdoor check-in pavilions, an airport arrivals roadway, and a five-story parking plaza. Phase 1A will be the construction of the first 19 gates of the new terminal and will also include the departures roadways, check-in pavilions, arrivals roadways, and parking plaza.
