It is anticipated that the work listed below will be completed in a minimum of three construction packages coinciding with the available funding and to construct the individual elements listed in paragraphs below. Preconstruction services will be provided for all of Project elements listed. The anticipated construction packages are described as follows: 1. Package 1 will commence construction in the 4th quarter of 2019 and will include the demolition, pre-excavation and ground improvements as well as the installation of the sludge aeration system, provision and installation of the new centrifuge, improvements to the existing digesters, and provision and installation of the improvements to the existing digester process equipment. Package 1 will also include the pre-selection and procurement of key equipment including systems with long lead times. Package 1 will be funded using a combination of the State Revolving Fund (SRF) loan and City provided funds. All requirements of the SRF loan must be addressed for this construction package. 2. Package 2 will commence construction in the 3rd quarter of 2020 and is anticipated to include the construction of the influent pump station, primary clarifiers, primary sludge pump station, fine screen building, bioreactors with flow splitter, membrane tanks, electrical service, operations building and associated grading, paving, yard piping, electrical power distribution, SCADA upgrades and controls integration. Package 2 must be completed by the end of the 4th quarter of 2022. Project elements included in Package 2 will be dependent on the available funding the individual project elements based on the construction estimates completed during the preconstruction services. Package 2 will be funded using a combination of the SRF loan and City provided funds. All requirements of the SRF loan must be addressed for this construction package. The intent of Package 2 is to construct as many of the listed project elements as can be completed with the funding that the City has secured through 2022 as described in the RFP. 3. Additional packages are Optional and are anticipated to commence construction after the 2nd quarter of 2024. The additional construction packages will include those project elements that were not completed in Package 1 or Package 2. It is anticipated that these packages will include the new coarse screens and grit removal system and associated grading, paving, yard piping, electrical power distribution, SCADA upgrades and controls integration. As discussed Provo WATER Center CM/GC Preconstruction Services Attachment A above, other project elements anticipated for construction in Package 2 may be completed as part of the additional packages due to funding limitations and construction costs. The additional packages with be funded through City provided funds. Additional funding for these packages may also be procured through SRF loans or other funding sources. Anticipated Milestones are as follows: -Preconstruction Services - approximately 12 months from August 2019 through August 2020. -Package 1 commencing in December 2019 and completion by July 2020. -Package 2 commencing in August 2020 with completion by December 2022. -Additional packages commencing in 2024 with completion dependent on project elements included, available funding and costs. Completion anticipated in 2028.
