Bids, amendments to bids, or requests for withdrawal of bids, received after the time specified for bid opening shall not be considered for any cause whatsoever, except as required by law. Bids shall be firm for a period of forty-five (45) days from the date of the opening of bids and no bid shall be withdrawn for any reason during this period of time except as allowed per LSA-R.S.38:2214.C. The Bidder is encouraged to utilize minority participation in this contract to the extent possible through the use of small, disadvantaged and women-owned businesses as suppliers or subcontractors. All Contractors bidding on this work shall comply with all provisions of the State Licensing Law for Contractors, LSA-R.S. 37:2150-2163, as amended, for all public contracts. It shall also be the responsibility of the General Contractor to assure that all subcontractors comply with this law. Contractors must be licensed in the proper category of work. If required for bidding, Contractors must hold an active license issued by the Louisiana State Licensing Board for Contractors in the classification of "Building Construction" and must show their license number on the face of the bid envelope and the Uniform Public Works Bid Form. Paper bid forms must be submitted in a sealed, opaque envelope and endorsed Sb 1732 Manchac Park-Site Improvements for the Recreation and Park Commission for the Parish of East Baton Rouge along with Contractor's license number as required by LSA-R.S. 37:2151-2165. Bids with no license number will be rejected. One (1) copy of the bid form shall be submitted. Bid form blanks must be duly filled in by the Bidder. Bidders are cautioned not to attach any conditions or provisions to their proposals. Any foreign conditions will render the proposal invalid and may cause its rejection. BREC reserves the right to reject any or all bids for just cause as allowed by LSA-R.S. 38:2214. Bids shall only be accepted by Contractors who have formally obtained a complete set of the contract documents and in whose name the proposal forms and/or specifications were issued.
