As of February 12 2021, this project is in construction. Shortlist confirmed San Bernardino County Transportation Authority ("SBCTA"), in partnership and cooperation with the City of San Bernardino, the California Department of Transportation ("Caltrans") and the Federal Highways Administration ("FHWA"), presents this Request for Qualifications (as modified by any addenda, this "RFQ") to prospective entities or groups of entities interested in undertaking the demolition and reconstruction of the Mount Vernon Avenue Viaduct (State Bridge No. 54C-0066) located in the City of San Bernardino, California, using a Design-Build methodology following the completion of the procurement process set out in this RFQ ("Project"). The Project is more fully described in Sections 3 and 6. Overall, the work for the Project generally consists of demolishing the existing Bridge, which Caltrans determined to be structurally deficient, and constructing a new wider bridge on a similar horizontal alignment and with a slightly higher profile. The work for the Project will also include the reconstruction of the intersections at 2nd Street and Mt. Vernon Avenue, Kingman Street and Mt. Vernon Avenue, as well as other associated work. SBCTA will act as the lead agency for the Project and has been delegated design review authority by the City and will be responsible for coordinating City approval. The City will retain final design approval authority. completion of all work by 2022 The Project has been a high priority for the City for more than 15 years. In 1997, Caltrans inspectors determined that the Existing Bridge had a sufficiency rating of less than 50 out of a possible 100. Bridges rated less than 50 are considered to be structurally deficient and functionally obsolete. The current sufficiency rating of the Existing Bridge is 2. Since 2004, the Existing Bridge has been closed to traffic twice to shore up support columns. Although it remains in service for passenger vehicles, commercial vehicles are no longer allowed to cross the Existing Bridge. b. The purpose of the Project is to provide a replacement bridge that is structurally safe and meets current seismic, design, and roadway standards.
