The Northwest Langley Wastewater Treatment Plant, which currently serves 30,000 people in Langley, will be expanded on the same site to serve 280,000 people, including residents and businesses in Maple Ridge and Pitt Meadows across the Fraser River. Several other projects will support the treatment plant improvements. Untreated wastewater from Maple Ridge and Pitt Meadows currently flows to the Annacis Island Wastewater Treatment Plant. To divert the flows to Northwest Langley Wastewater Treatment Plant, a new pump station is required north of the Fraser River, along with two pipes under the Fraser connecting the pump station in Maple Ridge to the treatment plant. A new storage tank, sited with the pump station, will temporarily store wastewater to prevent overflows during storms. TIMELINE: Project planning is underway. The owner has issued a Pre-Procurement Market Update for the project. The project is anticipated to be delivered using a DBB model for the two major contracts. Procurement strategy for each contract (Liquids and Solids ) will include Request for Qualifications (RFQ) to pre-qualify (i.e., shortlist) contractors who have experience completing projects of similar scale and scope (RFQ anticipated release: Q3 2026); Request for Proposals (RFP) issued to the shortlisted contractors qualified through the RFQ process to select a contractor (Q1 2027). *The combined estimated capital expenditure for the Liquids and Solids contracts is in the range of CAD $1.5B - $2.0B (2025 dollars). *The value for this project is based on a financial range.
