The City of La Habra Public Works/Engineering Division invites proposals from qualified professional consultants for the preparation of plans and specifications for the Vista Grande Park Improvement Project. Vista Grande Park is located over the La Habra Landfill, which ceased operation as a dumpsite in 1949 and as a disposal station in 1958. The landfill was operated by OC Waste & Recycling (OCWR). The City of La Habra currently owns, and maintains the park, and OCWR is responsible for groundwater monitoring at the landfill. The current groundwater monitoring system consists of two upgradient wells (MW-2 and MW-3) and one down gradient well (MW-5). Monitoring is conducted on a yearly round basis. In 1997, OCWR had performed an assessment of landfill conditions under their Closed Landfill Evaluation and Remediation program. The City now desires to proceed with improvements to the existing park that will include one of two alternatives:
Alternative A will include a restroom/storage and snack bar building, walking and running trails, exercise stations, one soccer/football field, dog park, volleyball courts, picnic and free-play areas, an amphitheater, half-court basketball, tot-lot play area, a trash enclosure, parking lots and storage areas based on the concept plan previously developed.
Alternative B will create a passive recreation area emphasizing the open-space aspect of the park allowing for the preservation of natural habitat. This design will provide for gardens, picnic areas, benches and trails for walking, running and biking. The method of contractor selection has not been determined at this time.
