Site work, paving and new construction of a mixed-use development in Tacoma, Washington. Completed plans call for the construction of a multi-residential development; office development; retail development; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
The Tacoma Housing Authority (THA) is soliciting written proposals from qualified general contractors to provide Construction Manager/General Contractor (CM/GC) services for THA's Hilltop Community Development Project. THA will accept the participation of contractors working together as a Joint Venture. The work shall include: replacement of all or most of the infrastructure, construction of new infrastructure, construction of up to 250 rental apartments constructed in two phases, consisting of a range of unit sizes, resident gathering space, staff office space, retail space, onsite parking and other amenities. Twenty percent (20%) of the units will meet ADA/UFAS accessibility requirements The CM/GC selected for this role will contract with Hilltop Lofts LLLP and Housing Hilltop LLLP (tax credit partnerships), formed to develop and operate the property through the use of Low-Income Housing Tax Credits (LIHTC). Financing will involve a combination of private and public funding sources which will have certain contractual requirements. Contract form will provide for a fixed fee and Guaranteed Maximum Price. THA as General Partner and on behalf of the ownership entity, intends to hire a contractor to perform pre-construction services and work with the design team to verify a budget. The intent is to award a Guaranteed Maximum Cost construction contract to the Contractor once they demonstrate their ability to complete the project within the established budget. Respondents submitting proposals to the RFP must not be debarred, suspended or otherwise prohibited from professional practice by any Federal, State or Local Agency. The Hilltop Community Development Project is located within the City of Tacoma’s Hilltop community (addresses: 1120 S 11th Street, 1120-24 Martin Luther King Way S, parking lots at 10th & S L Street and S. 11th & L Street) Rough estimate is $35MM-$40MM, combined, for both phases of construction based on today’s costs. As of March 10, 2020 the project is currently on hold. A Construction Manager has been selected. Construction timeline has not been set.
