Demolition, site work, renovation and addition to a water / sewer project in Reno, Nevada. Completed plans call for the addition of a water / sewer project; for the demolition of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.
Said Proposal shall include all labor, tools, implements, machinery, equipment, materials, and any incidentals necessary to complete the work in the manner and time prescribed, and in strict conformity with the Contract Documents to the satisfaction of the City Engineer. In general, the major work items include, but is not limited to: The modification of an existing headworks, biofilter, blower building, and chemical facilities, and construction of new reactor basins, secondary clarifiers, scum pump station, RAS pump station, filter feed pump station, tertiary filters, UV disinfection, and effluent storage tank, as well as yard piping, electrical and instrumentation, and all appurtenances and incidental work necessary for complete and operable facilities. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis as indicated in the Bid Form. Bid security shall be furnished in accordance with Specification Section 00200 Instructions to Bidders. Bidders are advised that this project is funded, in part, by a loan from Clean Water State Revolving Fund, and that project construction funds may not be authorized to be disbursed until so approved by the Nevada Division of Environmental Protection (NDEP). Bidders are directed to Specification Section 00410 Bid Form, Paragraph 2.01 for information related to bid acceptance authorization delay. Bidders are required to comply with all of the provisions for this SRF loan in accordance with Section 00454 Clean Water State Revolving Fund Program Requirements. Additionally, Contractor to pay special attention to compliance with Disadvantaged Business Enterprise (DBE) good faith efforts, in accordance with SRF requirements (see Section 00454); Contractor is required to post solicitations for proposals from DBEs a minimum of 30 calendar days before Bid Opening. Further, all iron and steel products must be made in America, in accordance with the Consolidated Appropriations Act, as specified the Instructions to Bidders. Furthermore, in accordance with Executive Order 12549, contractors, subcontractors, and materials and service suppliers whose contract is expected to equal or exceed $25,000 must have a DUNS number and be registered in the US Government for System for Award Management. Prevailing wage and Davis Bacon rates will be required on this contract. Wage rates have been determined by the Labor Commissioner of the State of Nevada and U.S. Department of Labor. It shall be mandatory upon the Contractor to whom the work is awarded and upon any subcontractor under the Contractor to pay not less than Davis-Bacon and Prevailing wage rates, whichever is higher, to all workmen employed by them in the execution of the Contract. The Contractor is responsible for verifying and adhering to all prevailing wage rates for Washoe County. Pursuant to Chapter 132 Statutes of Nevada 2019, enacted by the Nevada Legislature by passage of Assembly Bill No. 190 (NRS 338.030(9), the prevailing rates of wages are the rates in effect at the time of the opening of bids and will be paid as provided in Assembly Bill No. 190 and will be included in the conformed contact documents.
