AES Project #20-225 This PROJECT IS A STANDARD LOW BID PROJECT and includes GENERAL, HVAC, PLUMBING AND ELECTRICAL CONSTRUCTION. ESTIMATED RANGE: .1 General - $4,000,000 - $5,000,000 .2 HVAC - $1,000,000 - $2,000,000 .3 Plumbing - Under $100,000 & .4 Electrical - $2,000,000 - $3,000,000 LIQUIDATED DAMAGES = (.1) $1,250.00 per day, (.2) $500.00 per day, (.3) $220.00 per day & (.4) $750.00 per day. There is no Bid Guaranty required for this Project. Client Agency Requirements - Passes can be obtained on-line at the SRU website. Parking Office | Slippery Rock University (sru.edu) The process will indicate where they can park. Projects located at any Centers for Medicare & Medicaid Services (CMS) Facilities listed on the Department's January 24. 2022, and March 25, 2022, Notices must continue to follow the "Interim Final Rule COVID-19 Vaccination Requirements" and deadlines. Projects at all Non-CMS Facilities are encouraged to follow COVID-19 vaccination requirements. Guidelines and site access requirements vary per site, and some agencies may have more stringent requirements which will be noted in their project's Notice to Bidders. The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. However, BDISBO did not set SDB and/or VBE participation goals for those procurements that are less than the $400,000 threshold required to set either goal. In addition, there will be no points allocated toward SDB/SB participation for this procurement. This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works. Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information. The Goals for each Prime Contract is as follows: SDB AND VBE GOALS .1 General Construction - ALL BASE BIDS (#1, #2, #3, & #4) SDB = 7% VBE = 3% .2 HVAC Construction - ALL BASE BIDS (#1, #2, #3, & #4) SDB = 5% VBE = 3% .3 Plumbing Construction - ALL BASE BIDS (#1, #2, #3, & #4) SDB = 8% VBE = 3% .4 Electrical Construction ALL BASE BIDS (#1, #2, #3, & #4) SDB = 14% VBE = 3% This is a whole building renovation of a 1970's masonry building with two additions. Exterior work includes replacing portions of the roof, replacing all the windows and curtain walls, inserting new window locations, and replacing pavement, stairs, and a loading dock that are past their prime. Formerly the university union, the building is being converted to a student success center and wellness center. Spaces are being created for offices and health clinic functions, which will include some small floor infills. Some of the building will be demolished and retained as shell space. Interior systems work includes complete replacement of the plumbing, HVAC, fire protection, and electrical systems. B. General Construction (.1) Contract: 1. Roofing, window, and curtain wall replacement. 2. Site work 3. Interior demolition and renovation, some shell work. 4. Elevator replacement C. HVAC Construction (.2) Contract: 1. Demolition of most equipment and devices. 2. New steam/DX rooftop units 3. New ductwork distribution 4. New fan powered and VAV boxes and GRDs D. Plumbing Construction (.3) Contract: 1. Domestic cold water, hot water, and hot water return piping systems 2. Sanitary and vent piping systems. 3. Storm and emergency storm piping systems. 4. Wet automatic sprinkler system. 5. Demolition of most equipment and devices. E. Electrical Construction (.4) Contract: 1. Demolition of most equipment, fixtures, and devices. 2.Complete replacement of electrical distribution equipment downstream from the two main switchboards. 3. Lighting and lighting controls. 4. Receptacles and power devices. 5. Fire alarm system, including head-end equipment and initiating and notification devices. 6. Low voltage system head-end equipment and devices.
