Conceptual plans call for the construction of a municipal facility; museum; theater / auditorium; parking garage; for the renovation of a restaurant; retail development; for paving for a road / highway; and for site work for a water / sewer project.
Redevelopment of 70 Clarence Street, 55 ByWard Market Square, and the York Street Plaza. 55 ByWard Market proposed to be renovated into an experiential food retail designation. 70 Clarence is proposed to be redeveloped into a mixed-use destination building containing below-grade public parking, a community arts hub, and a cultural venue. York Street Plaza proposes integrated road, sewer and water upgrades. TIMELINE: Council has approved the ByWard Market revitalization framework and action plan, as well as the public realm development program. Staff have been directed to seek funding sources and to complete further options analysis for 70 Clarence St. A new Request for Expressions of Interest is expected to be issued to developers; timelines to be finalized. A report to the Finance and Corporate Services Committee with updates to the project is not expected until 2027. Further update spring 2027. *The consulting team prepared a Market Feasibility Analysis.
