The City of Riverside ("City") is seeking proposals from qualified Design-Build Teams that are interested in providing professional Design-Build services for the WATER SCADA SECURE & OPTIMIZED COMMUNICATIONS SYSTEM PROJECT ("Project"). This project generally entails the review of the current Water SCADA Communications System and upgrade the system to: a. Improve system security including state-of-the-art encryption and network segmentation, b. Reduce communications system congestion, c. Improve and expand currently constricted bandwidth, d. Reduce and minimize data/alarm latency, e. Improve connectivity speed, f. Establish repeater communication system redundancy for > 99% uptime, g. Establish robust communication system availability for the critical sites, h. Reflect all necessary configuration changes into the Water SCADA System as necessary. The City's goal through this Request for Qualifications ("RFQ") is to identify and short list four (4) qualified Design-Build teams who will be invited to respond to an upcoming RFP No. 1856 for this project as described herein. Proposers may be asked to participate in presentations and/or interviews that will be used to adjust the final score. Interviews will tentatively be held approximately two weeks after proposal submission date. All requests for clarifications, changes, exceptions, deviations to the terms and conditions set forth in this RFQ must be directed to Jairo "JC" Cortez, Senior Procurement and Contract Specialist in writing through Planet Bids under the Q&A tab prior to the Online Q&A Deadline. Request submitted after the time and date of the Q&A phase will not be considered valid. The Final day for receipt of questions from the Proposer shall as specified in Section 2, "Schedule of Events". To ensure fairness and avoid misunderstandings, all communications must be in written format and addressed only to the individual set forth above. All questions received by the due date will be logged and reviewed and if required, a response will be provided via an addendum to the RFQ that will be posted on the City's website. Any communications, whether written or verbal, with any City Councilmember or City staff other than the individual indicated above, prior to award of a contract by City Council, is strictly prohibited and the Proposer shall be disqualified from consideration.
