***As of February 14,2019 project has not been awarded yet. It is anticipated to be awarded in March 2019. Reclaimed Water Transmission Main for the Broward County Water and Wastewater Services. The Work will include installation of new reclaimed water pipes through open cut and/or horizontal directional drilling, fittings, valves, master meter, restoration of pavement, milling and restoration, lining of existing pipe, and all ancillary work required to complete the project satisfactory to the County. Location: extends from the North Regional Wastewater Treatment Plant along Powerline Road, SW 10th Street, Quiet Waters Park, Hillsboro Blvd, and NW 39th Avenue to Hillsboro Canal as shown on the plans. Basis of Award: Award of this contract will be made to the lowest responsive responsible bidder by total bid price. Alternate item 02-01 may be awarded in place of Item 01-13 if determined to be in the best interest of the County. Contract shall be awarded by the County to the responsive responsible bidder who has submitted either the lowest responsive bid or the lowest responsive bid on the base bid including such alternates as the County determines to be in its own best interest. This solicitation includes participation goals for Broward County certified County Business Enterprises. County/State License Requirements: In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor must possess a specified license at the time of submittal (refer to Special Instructions for requirements). Additional Qualifications or Certification Requirements: Contractor performing the reclaimed water main installation work must have successfully installed a minimum of 20,000 linear feet of 42-inch piple as of the date of the solicitation and must have constructed at least three force main projects of similar size and complexity in an urban environment. Contractor must demonstrate familiarity working within the Florida Department of Transportation (FDOT) right-of-way. Contractor or speciality subcontractor performing the horizontal directional drill (HDD) shall have successfully installed a minimum of 1,000 feet each of directionally drilled High Density Polyethylene (HDPE) and/or Ductile Iron Pipe (DIP) of 42-inches in diameter or larger in a single installation within the last two years and successfully installed at least 10,000 linear feet of pipe through HDD. Proof of qualificiations should be returned with the Vendor's submittal and is subject to verification by the County. If not provided with submittal, the Vendor must submit within three business days of County's request. Vendor may be deemed non-responsive for failure to fully comply within stated timeframes or if qualifications/certification is not verifiable. Bid Guaranty: Each submittal shall be accompanied by a bid guaranty in an amount equal to five percent (5%) of the bid amount (refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements). Bid Allowance Amounts: The solicitation includes pass-thru allowances. It is not necessary to add your allowance amounts into your bid prices.
