Site Work Concrete Flatwork Asphalt Paving Storm Drainage Landscaping Electrical Prequalification: All bidders must be prequalified with the State of New Jersey, Department of Transportation (NDOT) in Work Classifications 3A or 5, as defined by the NJDOT. The Prequalification shall be valid at the time bids are opened. The Disadvantaged Business Enterprise (DBE) goal is 3%. The Number of Training Positions will be 0 [where feasible consisting of at least Zero (0) Apprentices and Zero (0) Apprentice Graduates of the P.A.P. and/or trainees (Total trainee Hours = 0)]. In order to maintain a current list of potential bidders and to receive information regarding upcoming solicitations New bidders must complete the registration form provided on the website. Bids must be made on standard bid forms in the manner designated therein and required by the specifications; must be enclosed in sealed envelopes bearing the name and address of the bidder and solicitation identification on outside; addressed to the Department of Finance/Division of Purchase, County Office Building, 49 Rancocas Road, Mount Holly, New Jersey 08060 Each bidder must clearly list on the prescribed pages the name and addresses of the subcontractor(s) he/she shall utilize. Failure to list the subcontractor(s), as required by the New Jersey Local Public Contracts Law, will result in the bidder being disqualified. Each bid must be accompanied by a bid guarantee in the form of a bid bond, cashier's check, or certified check for ten percent (10%) of the total lump sum bid amount, but not in excess of $20,000.00. Certified checks or cashier's checks are to be drawn to the order of the Treasurer of Burlington County. The Consent of Surety must be on the form provided in the Bid Documents. Pursuant to P.L. 1977, c.33, the successful bidder shall furnish and deliver a performance bond in the full amount (100%) of the total contract price within ten (10) days of the date of award. The performance bond must be issued to the Burlington County Board of Chosen Freeholders by a surety company authorized to transact business in New Jersey. PREVAILING WAGE RATES; When applicable, the contractor shall pay the latest prevailing wage rates for projects in excess of $2,000.00 as determined by the United States Secretary of Labor and the New Jersey Department of Labor, for the locality in which the work is to be performed pursuant to Chapter 150, Laws of 1963 (N.J.S.A. 34:11-56, 25 et seq.). If the prevailing wage rate prescribed for any craft by the United States Secretary of Labor is not the same as the prevailing wage rate prescribed for that craft by the New Jersey Department of labor, the contractor shall pay the higher rate. State wage rates may be obtained from the New Jersey Department of Labor & Workforce Development (Telephone: 609-292-2259) The contractor shall comply with all applicable statutes and regulations regarding the payment of wages and specifically Title 34, Chapter 11, of the Revised Statutes of New Jersey. AFFIRMATIVE ACTION; Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C.17:27. Late bids will not be accepted or considered. The County assumes no responsibility for bids mailed or misdirected in delivery. The Board reserves the right to accept or reject any or all bids and waive any immaterial defects or informality in any bid or in the bidding should it be in the best interest of the County to do so.
