Site work for a civil project in Pompano Beach, Florida. Completed plans call for site work for a water / sewer project.

A general contractor has been awarded; a project manager has not yet been assigned. The original solicitation is included below: The Work set forth within this solicitation document includes the furnishing of all labor, materials, equipment, services and incidentals for the construction of solids facility improvements at the Broward County North Regional Wastewater Treatment Plant (NRWWTP). The existing solids treatment facilities at the NRWWTP include biosolids thickening, stabilization and dewatering facilities that require upgrades which include dissolved air flotation (DAF) pumps and equipment, digester covers, digester gas mixing systems, digester sludge equipment, gas piping, belt filter presses and two new centrifuges. Refer to specifications for complete scope of work. The work shall be performed at the NRWWTP located at 2401 North Powerline Road, Pompano Beach, FL 33069. Award of this contract will be made to the lowest responsive responsible bidder by total bid price (including optional items). Optional items may be awarded if determined to be in the best interest of the County. Optional items are subject to the availability of funds. Options items will be part of the evaluation criteria for award. This solicitation includes participation goals for Broward County certified County Business Enterprises. Refer to Special Instructions and the Office of Economic and Small Business Development Requirements section for additional information. Workforce One Investment Program applies to this contract. Refer to Workforce Investment Program Requirements section for additional information. In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor must possess a specified license at the time of submittal (refer to Special Instructions for requirements). To demonstrate Vendor's qualifications to perform the Work, Vendor shall submit written evidence such as; financial data, previous experience, present commitments, and such other data as may be called herein and requested by the COUNTY below. 1. Vendor must have experience in the construction of three (3) similar projects of this size or larger. A similar project being, the installation and/or replacement of belt filter presses, centrifuges, plate presses, vacuum filters, reactors or similar treatment systems for the treatment of biosolids for an active wastewater treatment plant (WWTP) having a permitted treatment capacity of 10-million gallons per day or greater. The treatment plant experience shall be of a wastewater treatment plant (public and/or private) as regulated by Federal, State and Local Agencies. 2. The Vendor's superintendent must be qualified and experienced in similar projects including experience working on wastewater treatment plants having a permitted treatment capacity of 10-million gallons per day or greater. Each submittal shall be accompanied by a bid guaranty in an amount equal to five percent (5%) of the bid amount (refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements). The solicitation includes pass-thru allowances. It is not necessary to add your allowance amounts into your bid prices. BidSync will automatically add the allowance amounts indicated to your bid total and will be reflected on final bid tabulation. Vendors may submit for Broward County's consideration, a request to approve an equal product for a product/specification of this solicitation. The Request for Approved Equals form must be submitted (by email) no later than the date and time listed in the Special Instructions to Vendors. The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through BidSync by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via BidSync. Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through BidSync. Refer to the Purchasing Division website or contact BidSync for submittal instructions. It is the Vendor's sole responsibility to assure its response is submitted and received through BidSync by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through BidSync, immediately notify the Purchasing Agent and then contact BidSync for technical assistance.
