This is a Sources Sought Notice for information only. Replies by interested parties will be used by this agency for preliminary planning purposes. No proposal or contract will be awarded from this notice. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The U. S. Army Corps of Engineers has been tasked to solicit and award a firm-fixed price contract for Construction of a Boiler Replacement/HVAC project at B1900, Vandenberg AFB, CA There are four boilers that feed the building that are installed and currently do not meet the environmental requirements for Santa Barbara County Air Recourses Board and need to be replaced. This project is to replace the boilers and air handling units serving Building 1900 so that the building has an operational heating system. The building contains four LPG boilers that are unable to pass local Santa Barbara County emissions standards and are therefore inoperable. These units are to be replaced with electric boilers, and changes to the building's electric system will need to be made to accommodate this. The existing air handling units are at the end of their life expectancy and will be replaced with new units. The project will consist of construction of some architectural changes to the facility to allow for installation of the new equipment. New domestic water piping will be added for the electric steam generators. New piping will tee off the existing water lines inside each mechanical room for supply water to the steam generators. New steam piping will be added to connect the steam generators to the humidifier dispersion unit inside each air handling unit serving the High Bay. Repair by replacement the existing heating system so that it is fully functional for the entire building and is able to meet and maintain the user's required temperature and humidity conditions. In order to meet Santa Barbara County's emissions standards, the propane gas boilers will be switched to electric boilers which have zero emissions. Air handling units are in poor condition or out of service due to age and will be replaced with new units. Existing ductwork and air registers will remain in place. Hydronic piping will also remain in place. Building heating will be provided by three electric boilers configured as lead/lag/standby in a primary/secondary piping system. Each boiler will be sized for 50% of the building load so that two boilers can provide the entire building load while the third is in standby. This also allows the High Bay, which is a critical space, to be fully supported by only one boiler. Each boiler will have its own constant speed circulator in order to ensure proper flow across the boiler at all times of operation. All eleven air handling units will be replaced. AHU's will have fans sized large enough to cool with outside air and heating coils sized for 100% of the space heating load calculated. AHU's that serve the High Bay will also have humidification capability in order to maintain space relative humidity at 50%. All fan sizing will take into account the size of the existing ductwork and registers/grilles which are not being modified. The HVAC control system is a critical component of this building in order to not overload its electrical system. The control system has one major job that is unique to the building, which is to not overload a transformer during normal use due to multiple boilers operating at the same time. Since the transformers are each sized to only support half the building electrical load, and each boiler is sized for 50% of the building's heating load, during peak load hours two boilers will need to operate in order to supply enough heat. One of the transformers cannot support both of these operating boilers, so the control system will limit operation to one boiler per transformer. The type of set-aside decision to be issued will depend upon the responses to this sources sought notice. The purpose of this notice is to gain knowledge of the experience and qualifications of the various members of the construction industry, including Large Business concerns, Small Business concerns, Hubzone small business concerns, Women-owned small business concerns, Small disadvantages business concerns; Veteran-owned small business concerns, Service Disabled Veteran owned small business concerns and 8(a) firms. In accordance with Federal Acquisition Regulations (FAR), subpart, 36.204, the estimated construction price range for this project is between $5,000,000 and $10,000,000. The total contract performance period is 365 calendar days. Minimum capabilities required include, previous experience of projects similar to magnitude and complexity. Interested sources shall submit a capability statement demonstrating their ability to perform the work as described above. Responses are requested with the following information, which shall not exceed a total of six pages. (1) Offerors name, address, point of contact, with telephone numbers, and email addresses. (2) Business size/classification, to include any designations as Small Business, HUBZone, Service Disabled, Veteran Owned, or 8(a) and NAICS code designations. 3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity). 4. Description of capability to perform the proposed project. Manage subcontractors, prepare and comply with various environmental and construction permits (including California), and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on projects of similar scope and magnitude, describing no more than three (3) projects that are complete or at least 50% construction complete and that ran concurrently within the past six years. The past performance information should include project title, location, general description to demonstrate relevance to the proposed project, the Offerors' role, dollar value of contract, and name of the company, agency or Government entity for which the work was performed with contact information (reference name, phone number and e-mail address). Projects examples MUST range from $4,000,000 to $7,000,000 with AT LEAST one (1) project in excess of $5,000,000. Lastly, one (1) project must have occurred on a military installation. This is not a Request for Proposals, only a Request for Information. No award will result from this Sources Sought Notice. This notice does not constitute any commitment by the Government. As of July 2, 2021, this project is on indefinite hold. It is currently unknown to when design and construction will begin.
