The principal features of the work will consist of applying exterior coating and mural on the recently constructed 2.5 million gallon tank. The mural is to match the other tanks at the site. All questions about the meaning or intent of the bidding documents are to be submitted to Engineer (Curtis Gentile, P.E., Baskerville Donavan, Inc.) in writing via email at cgentile@baskervilldonovan.com up to seven (7) days prior to the bid opening. Interpretations or clarification considered necessary by the Engineer in response to such questions will be issued by addenda to the ECUA website to all parties registered to receive documents about this bid via the website. Questions received less than seven (7) calendar days prior to the date for the opening of bids will not be answered. Only questions answered by addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. The Emerald Coast Utilities Authority reserves the right to waive informalities in any bid reject any or all proposals, in whole or in part; rebid a project, in whole or in part; and to accept a proposal that in its judgment is the lowest and best bid of a responsible bidder.
