Demolition, site work, paving and new construction of a bridge / tunnel in Chugiak, Alaska. Completed plans call for the construction of a bridge / tunnel; for the demolition of a bridge / tunnel; for site work for a bridge / tunnel; and for paving for a bridge / tunnel.
The Work that is presented in the Bid Proposal for this Contract consists of select-demolition of the existing Starner Bridge and construction upgrades to the bridge structure; decking, abutments, roadway approaches; and, as required, the construction of a temporary bridge. Existing signage and road and bridge guard rails will be removed, stored and replaced after bridge construction. Approximately 1030-SF of AC pavement will be demolished and replaced adjacent to the bridge's entrance and exit. Approximately 100-SF of erosion control along the banks of Peters Creek will be removed and replaced. SCHEDULE DESCRIPTION A (Base Bid) Starner Bridge Improvements B (Add/Alt#1) Temporary Bridge Requests for interpretation or clarification of the bidding Documents shall be made in writing to the Purchasing Office (wwpur@muni.org). Please reference the Invitation to Bid Number & Project Title. Do not contact the specified department directly. Questions Due: 12:00 P.M. Local Time, March 14, 2024 This project is subject to the Alaska Department of Fish & Game's (ADF&G) regulations for Working within an anadromous stream and requires a Fish Habitat Permit (by Owner) and coordination with ADF&G (by Contractor). Portions of this project require in-water Work occurring only in specific timeframes preauthorized by ADF&G via permit. See Section 10.06, Article 6.6 Permits for Contract Requirements. A copy of an ADF&G Fish Habitat Permit is attached in Part VII of the Project Manual. This Project shall be completed within one-hundred fifty (150) calendar days after the Notice-to-Proceed is issued. The Owner may withhold from any progress payment the sum of $500 per day as Liquidated Damages for each and every calendar day that the Substantial Completion Date is delayed beyond the Contract Completion Date. The Owner may withhold out of any progress payment the sum of $500 per day as Liquidated Damages for each and every calendar day that the Final Acceptance Date is delayed beyond the Contract Completion Date. If no money is due Contractor, the Owner will have the right to recover said sums from Contractor, the Surety, or both. A portion of the Work discussed in this Contract shall be in-water Work and shall require the Contractor to notify and coordinate Work with ADF&G as per to the Owner obtained Fish Habitat Permit provided in Part VII (7) of this Project Manual. In-water Work may occur during the following time periods: July 15, 2024 - August 15, 2024 September 15, 2024 - March 31, 2025 The Contractor may elect to pursue alternate time periods for in-water Work but must request permission in writing from the Engineer, prepare and submit all permit documents, and coordinate with ADF&G. ESTIMATED CONSTRUCTION COST: Between: $500,001 - $1,000,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Municipality of Anchorage reserves the right to reject any and all bids and to waive any informalities in the bids. No bidder may withdraw his bid after the hour set for the opening of bids or before the award of contract unless said award is delayed for a period exceeding sixty (60) days from the time of the opening.
